Community college ESL programs increasingly prepare students for four-year college degrees.

colleges: they’ve provided those programs for generations, educating both recent immigrants to the United States and American citizens who’ve grown up in nonEnglish-speaking homes.
started by the time I joined in 1975,” she says. The school sees large numbers of immigrant students, but also many who grew up in the United States but who didn’t speak English at home. “A lot of immigrant students and high school students come here and say they just want English from us,” she says. “We also work with them on academic study skills and help them become familiar with the various college programs we have in the district and get them thinking about what they want to use that English for—get a better job, be promoted, help their own kids at school, interact with their neighbors, or go on to get a higher degree. We make sure they are aware of the things they can do with that English education.” In Lancaster, California, ESL students at Antelope Valley College are about 34 years old on average, says Scott Jenison, ESL department chair. “The Antelope Valley ESL program includes five levels and four skill areas: vocabulary and pronunciation, grammar, reading and writing, and skills building, which integrates all language skills through thematic units like longevity, overcoming obstacles, and technology,” he says. Two-thirds of his students come from Latino backgrounds, and 80 percent are women. While the program is in demand, he says, budget issues have slowed its growth dramatically. “Up until our recent budget cuts in California, we had been growing steadily to well more than 600 seats per semester,” he says. “Now we’re at about 450 seats.”

A newer trend, though, is that non-native English speakers have started enrolling at community colleges in larger numbers intending to go on to four-year universities and beyond. According to the Community College Consortium for Immigrant Education, one-quarter of all the students enrolled in U.S. community colleges come from an immigrant background. Additionally, ESL programs are the largest and fastest growing component of U.S. higher education, the group says, and that holds true for two-year colleges. The group anticipates that by 2050, about one in five U.S. residents will have been born in another country, which only spells an even greater role for community colleges. For their part, community colleges report seeing growing numbers of students who come to them not only to speak English, but to do that to meet admissions requirements for U.S. four-year colleges and universities. That advancement track is growing, they say, and for-credit ESL programs are in high demand, especially in areas with large immigrant populations. They’re responding, too, offering more classes, incorporating more technology in classes, and revamping their programs to send more new English speakers off for higher degrees.

The Programs
Canada College in Redwood City, California, has had an ESL program for “a really long time,” says Jenny Castello, ESL department coordinator. “The college opened in 1968 and the ESL program had already
