International Articulation Agreements
ANY HIGHER EDUCATION INSTITUTIONS ABROAD are partnering with U.S.

institutions to develop international articulation agreements that help students transfer between countries. Some institutions have gained accreditation that allows students to earn a U.S. associate’s degree in their home countries, which in turn helps them to transfer to a four-year institution in the United States. Other universities work with partners to ensure transferability of coursework and develop degree transfer plans. Articulation agreements with U.S. community colleges are also becoming increasingly attractive for foreign institutions interested in recruiting U.S. students to transfer abroad to complete their undergraduate education.
A U.S. Degree at Home: Broward College
Broward College, formerly Broward Community College, based in Fort Lauderdale, Florida, has established international centers at five partner institutions in Singapore, Ecuador, Sri Lanka, Peru, and Vietnam. In addition, they also have active academic affiliations in Colombia and India and potential affiliations in other countries such as China, Bolivia, and Guinea. Broward exports its curriculum to the various centers, which have received U.S. accreditation and offer coursework in English to local students. “This model allows students to begin their American education while living at home. To start with, it saves them an enormous amount of money,” says David Moore, Broward’s associate vice president for international education. In addition to conducting an equivalency evaluation to ensure local faculty have the requisite credentials, they also review course catalogs and Web sites and ensure that course outlines are equivalent to those offered at their campus in the United States. The model offers a good deal of flexibility. For instance, Broward has developed a 2+2 transfer model with institutions such as the University of Southern Florida in Tampa and the University of Houston. “Students can take the two-year degree with us and transfer to Florida or Houston or stay at their home university and receive their national degree,” Moore explains, adding that more than 2,000 students have transferred through the program. Edward Roekaert is the president of Broward’s partner in Lima, Peru, the Center for American Education at the Universidad San Ignacio de Loyola (USIL). Their partnership with Broward began in 2009. In the beginning the Broward associates of arts degree was positioned as an honors program that was advertised as the “first two years of an American degree.” Roekaert explains their motivations for setting up the program: “The interest in setting up such a program was based on the market conditions we identified in Peru and Latin America: excellent high school graduates love the idea of pursuing an education in the United States, however, this is hard to achieve because of cultural barriers (parents feel their children are too young or immature) and the high cost of tuition and living expenses. Therefore, by setting up the Center for American Education, we have been able to eliminate these obstacles and allow great students to study and graduate from the American system while still living in Peru.” The Center’s strategy is to “set up a hub of American Education in Peru and South America on the structure we have already built and on Broward’s academic offering.” In 2011 they began offering a BA in business through the College of Business at University of Southern Florida, which accepts 100 percent of the credits earned in the Broward program in Peru. In 2012 they also partnered with the Conrad N. Hilton College of Hotel and Restaurant Management at the University of Houston (UH) and started offering their bachelor’s degree.
