However, Uvic’s most active international transfer agreements are with 10 different Chinese universities that are all Project 211 schools, meaning they are highly ranked research institutions endorsed by the Chinese Ministry of Education. Butler says approximately 100 Chinese undergraduates transfer to UVic each year through these agreements. The course outlines are forwarded to the different departments at UVic to evaluate their transferability. Butler’s advice for other institutions interested in setting up 2+2 or similar transfer models with foreign institutions is to “go slow” and be patient, as it may take two to three years to see the results of the agreement come to fruition. She says they have been approached by universities who want an agreement but are not yet ready to follow through. “The last thing we want them to do is to advise their students incorrectly that credits will transfer, etc,” she explains. Yang Yan is a Chinese student who transferred from Yunnan University to UVic to

study business. After graduating from UVic, she will have degrees from both China and Canada. “The transfer process was smooth...I could transfer my credits from Yunnan University because of the cooperative program between the two schools,” she says. Her advisers in China told her about the program in Victoria. “They highly recommended UVic to me because the university was famous for its prestigious education methods and industrious professors. I personally would like to experience different cultures and education styles between China and Canada, so I chose to come to Victoria,” she explains.

Transfer Programs for U.S. Students Abroad: Middlesex University
Middlesex University, of which 35 percent of its student body is international, is the first institution in the United Kingdom (UK) to tap into the U.S. community college market through a number of articulation agreements

around the country, including partnerships with Santa Monica College, Houston Community College, Cascadia Community College, Ivy Bridge of Tiffin University, as well as the entire Maricopa County Community College District in Arizona. John Mushat, manager of the Americas and Caribbean regional office, is responsible for recruiting U.S. students to come to the UK. “In the U.S., our articulations are primarily 2+2, so students do two years in the United States, usually at a community college, and then enter into year two of one of our undergraduate degrees,” he says, adding that many of the agreements have developed out of prior exchange and study abroad programs. Although a British bachelor’s degree is only three years, U.S. students transferring to the UK typically need to start in the second year of the program due to the specialization of the degree programs. They can complete the necessary general education requirements, which British students would have satisfied in high school, at a community college. “The standard U.S. high school student is not eligible to be directly admitted into an undergraduate program in the UK, which is why we started looking at doing articulation agreements. The associate’s degree allows them to test out of year one,” Mushat explains. Although many of the agreements are initially signed in a particular subject area, they also offer quite a bit of flexibility. For instance, the agreement with Santa Monica was initially in business management, but
