Milestone for Accreditation
of Massive Open Online
Courses (MOOCs)

can Council on
Education (ACE)
endorsed five Massive Open Online
Courses, or MOOCs,
for credit. The courses
include “Introduction to
Genetics and Evolution” and
“Bioelectricity: A Quantitative Approach”
from Duke University, “Pre-Calculus” and “Algebra”
from the University of California-Irvine, and “Calculus: SingleVariable” from the University of Pennsylvania. Many in the field of
higher education view this as a significant step in the movement toward integrating MOOCs into the higher education system. When
ACE approves a course for credit, it is essentially recommending
to its 1,800 member institutions that they award credit to students
who have successfully completed the course.
Yet there’s no guarantee that colleges and universities will accept
the MOOCs for credit. Academic institutions have the final say as to
whether they will accept a course completion for credit, and many
are hesitant to take this step as they are unsure of the long-term

implications related to integrating MOOCs into higher
education. Among the
major concerns are
how MOOCs will
affect university
revenues and how
to ensure that the
courses meet academic standards.
Despite these concerns, however, many in the
academic community argue that
there are some issues in higher education that MOOCs could help address: “MOOCs are
an intriguing, innovative new approach that holds much promise
for engaging students across the country and around the world, as
well as for helping colleges and universities broaden their reach,”
said Molly Corbett Broad, president of ACE, in a written statement.
“But as with any new approach, there are many questions about
long-term potential…such as whether MOOCs can help raise degree completion, deepen college curricula and increase learning
productivity.”
Whatever the decision of individual institutions, ACE is positioned to use these accredited MOOCs as a case study going forward,
as it seeks to determine what a future with MOOCs looks like.

Hungarian Students Protest Education Reforms

ungarian high school, undergraduate,
and graduate students have been
protesting since December 2012 in
response to reforms introduced in 2012 to
the Hungarian higher education system by
Hungary’s ruling conservative Fidesz party.
One rule mandates that students who accept
government subsidies to fund their education sign a contract agreeing to work for two
years in Hungary after completing their degrees for every year of state-subsidized
education. Students who choose to
leave Hungary after graduation
and renege on the contract
would be required to repay
the government the full cost
of their tuition, plus interest.
Graduates with theology
degrees or those with three
or more children are exempt
from these obligations.

Though it’s the norm in some countries
to have students shoulder the responsibility of financing their education, it is an
unwelcome novelty in Hungary, according
to recent news reports. Government officials
argue that these measures are necessary to
prevent “brain drain” (highly trained Hungarian graduates increasingly are seeking highpaying jobs in Western Europe). The Hungarian government further justifies
the reforms as a response to
the rising costs of higher
education and the
country’s austerity
measures.
Students
argue that the
new policy unfairly limits their
postgraduation opportunities, and that

the speedy implementation of the rule left
individuals little time to make plans for covering their tuition if they were unwilling to accept the state’s loan requirements. There are
also concerns that disadvantaged students
will see their education and career opportunities diminish as a result of the contracts.
Adding to the anger of the students was
a government leak back in November 2012
that revealed the state’s intention to reduce
the number of fully state-funded undergraduate places from 38,000 to 10,000.
Members of the Hungarian Socialist
Party, which opposes the Fidesz party, have
vowed to abolish the measures if they win
power back from the Fidesz in the next few
years. Some have also questioned whether
the European Union, which Hungary joined
in 2004, will annul the law on the grounds
that it violates the EU’s policy of freedom of
movement of labor.
