Applications Did Not
Keep Pace at U.S.
Graduate Schools

he Council on Graduate Schools
(CGS) released its annual
report on initial U.S. graduate
school admission offers to international
students in August 2013, showing
continued strong growth in admission
offers. Graduate admission offers from
U.S. schools to international applicants
grew 9 percent from 2012 to 2013.
The report reveals that initial offers
of admission to Chinese students are
up 5 percent. Offers to students from
the Middle East increased 12 percent,
offers to Indian students shot up 27
percent, and offers to Brazilian students
soared 46 percent. 
Yet applications from foreign
students to U.S. graduate schools for fall
2013 increased just 2 percent, according
to the report. Data from CGS indicate
that this sluggish growth (compared
with a 9 percent increase in 2012 and
an 11 percent increase in 2011) may be
attributable to a 3 percent decline in the
number of applications from China.
"For now, the year-to-year decline in
applications has not appeared to have
a measurable impact on the overall
number of international students who
are offered admission to U.S. graduate
programs," said Debra. W. Stewart,
president of the Council of Graduate
Schools and a NAFSA board member.
"This is a sign that U.S. graduate
programs continue to see international
applicants to U.S. graduate programs as
competitive, high-caliber students."

Strategy Puts the UK on Path to Welcome
90,000 More International Students
The United Kingdom
(UK) recently launched
a new international
education strategy
designed to bring in an additional 90,000
foreign students-an increase of 20 percent-over the next five years.
According to International Education: Global Growth and Prosperity, a

United States, Brazil, Mexico, Indonesia,
Turkey, South Korea, Russia, and emerging nations within Europe.
n Increase protection for international students while they are in the
United Kingdom through a new Re-

ambitious strategy, UK Business Secretary Vince Cable noted the multifaceted
impact that foreign students have in the
United Kingdom, where they not only
contribute to the economy, but also enhance the UK's cultural life and standing
in the world.
"Thanks to our world-class universities, our network of UK alumni who are
now in positions of influence around the
world is impressive, opening doors that
would not otherwise be possible," Cable
said. "Today's strategy will help build on
this success, ensuring we continue to
attract international students and promote the UK's expertise in education."
