Student Mobility 10 Years Out

IN Brief

IT IS PRED ICTED THAT BY 2024, 3.85 million students will seek
higher education outside of their own countries. And according
to a new report, the United States and the United Kingdom will
benefit the most from new markets for globally mobile students.
The Future of the World's Mobile Students to 2024, a report
released in October 2013 by the British Council, reveals several
important findings looking ahead to 2024:
n■ The

United States as a host destination will be the major
beneficiary of growth in outbound students from China and India.
n■ The

United Kingdom as a host destination will benefit from large
outbound markets from India, Nigeria, Saudi Arabia, and Pakistan.
n■ In

terms of volume, the major bilateral student flows in 2024 will
continue to be from China and India, to traditional host markets.
n■ Among

the top 10 fastest-growing bilateral flows between 2011
and 2024 will be flows between Nigeria and the United Kingdom,
Saudi Arabia and the United States and United Kingdom, Pakistan
and the United Kingdom, and Nepal and the United States.

India Establishes Rules
for Foreign Branch Campuses

AS IE WENT TO PRESS, India's Ministry of Human
Resource Development (MHRD) was finalizing the rules
under which foreign education providers will be allowed
to set up campuses in India and award foreign degrees.
According to an MHRD statement, only foreign education providers placing in the top 400 institutions based on
Times Higher Education rankings, World University Rankings by Quacquarelli Symonds, or Academic Ranking of
World Universities by Shanghai Jiao Tong University will
be allowed to operate.
The proposed rules also state that foreign education
providers must be nonprofit entities that have been in existence for at least 20 years and which are accredited either
by an accrediting agency of the home country or by an
internationally accepted system of accreditation.

home to more than 50 percent of the world's 18-to 22-year-old
population.
n■ Saudi

Arabia, Nigeria, Nepal, Pakistan, Iraq, Brazil, Turkey,
and Indonesia will emerge as important origin markets.

International Student Enrollment in U.S. Graduate Schools Up

FIRST-TIME ENROLLMENT of international graduate students at U.S. institutions was up 10 percent in
2012-13, and overall enrollment of international graduate students increased 7 percent, according to new data
from the Council of Graduate Schools (CGS).
The most significant increases came in first-time
students from India, soaring 40 percent (in 2011-12, 1
percent) and first-time students from Brazil, increasing
17 percent (in 2011-12, 14 percent). However, first-time
enrollment of graduate students from China increased

just 5 percent in 2012-13, versus 22 percent in 2011-
12. Also declining was first-time graduate enrollment
of students from South Korea, dropping 12 percent in
2012-13 versus a 2 percent decline in 2011-12.
First-time graduate enrollment is typically the best
indicator of future trends in graduate enrollment, according to CGS. The report, 2013 CGS International
