a broad set of exchange relationships," McKellin says. "For international student recruitment, yes, international undergraduate tuitions
do provide the university with an alternate source of revenue, with
international students paying a differential tuition of approximately
CAD $26,000, while Canadian students pay about CAD $5,000, with
the remainder subsidized by the provincial government. But the
university wouldn't bring international students in without sound
pedagogical reasons as well. We want to prepare our students to be
global citizens and give them opportunities to mix with the world.
Canada is a small country, one whose economy relies heavily on
exports of many of our natural resources, so sharing our educational
resources with the world is also part of Canada's economic strategy."
"Here at UBC, we also try consciously to not be overwhelmed by
any one group of international students," McKellin adds. She says, for
example, that as the university already has a large representation of
Chinese students, it is trying to diversify its mix by recruiting more
heavily in countries where it has a smaller footprint, such as in the
Middle East, South Asia, Africa, and Latin America. One way UBC
is achieving diversity is through its International Scholars program,
which offers a range of merit and need-based awards to attract talented international undergraduate students, including students from
war-torn and severely impoverished countries. Awards range in size

from entrance awards of $2,500 to $8,000 to larger awards covering
the tuition and living costs associated with a degree. UBC is also one
of three Canadian universities participating in the MasterCard Foundation program to enable outstanding students from sub-Saharan
Africa to pursue their postsecondary education in Canada.
Across Canada, collaboration in the higher education institution
sector has also yielded initiatives designed to increase international
student enrollment. "For example, during the 2012 AUCC university
presidents' mission to Brazil, Canadian and Brazilian universities
announced 75 new partnership agreements and close to CAD $6.7
million in funding commitments to support student and faculty mobility, joint academic programming, and collaboration in research
and innovation," says AUCC's Bowkett. "It was during this mission
that His Excellency the Right Honourable David Johnston, governor
general of Canada, announced Canada's commitment to host up
to 12,000 Brazilian students under the auspices of Brazil's Ciência
sem Fronteiras (CsF/Science without Borders) program. To date,
approximately 6,300 CsF students have come to Canada for study
at the college, undergraduate, master's and PhD levels."
