Moving Toward Diplomatic Relations With Cuba

W

hile U.S. students still cannot travel freely to Cuba,
the United States and
Cuba recently have taken
several steps to normalize relations.
The U.S. Department of State in May rescinded Cuba's designation as a state sponsor
of terrorism. (Three countries remain on the
list: Iran, Sudan, and Syria.) State Department
Press Office Director Jeff Rathke explained
the rationale for dropping Cuba from the

list of state terrorism sponsors: "While the
United States has significant concerns and
disagreements with a wide range of Cuba's
policies and actions, these fall outside the
criteria relevant to the rescission of a State
Sponsor of Terrorism designation," he said.
In July U.S. President Barack Obama announced that the United States and Cuba
had agreed to reopen embassies in Washington, D.C., and Havana, with Secretary of
State John Kerry planning a summer visit

to Cuba, the first trip by a secretary of state
there in 60 years.
NAFSA Senior Adviser for Public Policy
Victor C. Johnson applauded the step forward in normalizing relations with Cuba.
"The 50-year policy of isolating Cuba has
accomplished no objective that was ever
posited for it, and it is time to re-engage," he
said. But he noted that despite this positive
advancement, most U.S. citizens still are unable to travel to Cuba due to a travel ban.
"All Americans should have the right to
travel to any country," Johnson said. "The
bipartisan Freedom to Travel to Cuba Act
pending in Congress would make it possible
for Americans to travel freely to Cuba, as they
can to any other country. We call upon Congress to do its part in normalizing relations
with Cuba by ending the travel ban and lifting the trade embargo so that Americans can
engage freely with Cuba."

NAFSA has just released a publication on the skills, attitudes,
and dispositions that reflect a global learning perspective in
PK-12 teaching entitled InTASC as a Framework: Viewing the
InTASC Standards through a Global Preparation Lens.
NAFSA's document puts a "global preparation lens"
in understanding the 2011 publication, InTASC
Model Core Teaching Standards: A Resource
of State Dialogue, developed by the Interstate Teacher Assessment and Support
Consortium (InTASC) of the Council of
Chief State School Officers (CCSSO).
NAFSA's Global Preparation Lens
is intended to facilitate opportunities
for teacher educators and teachers to
recognize and develop globally competent
teaching within the InTASC framework. The

InTASC Standards provide a clear and compelling structure
into which NAFSA has integrated its statements of knowledge,
skills, and dispositions that focus on the development of global
competence.
Dozens of faculty members from teacher education programs assisted in review of the concepts
behind the NAFSA document, which was
produced by Joanne Arhar, EdD, Kent State
University; Betty Soppelsa, NAFSA: Association of International Educators; and Letitia M.
Williams, PhD, University of Maryland.
