he February 2016 issue of the Journal of Studies in International Education (JSIE) is a special edition devoted to the topic of transnational
education and features the following articles:

n  "Transcending

Borders and Traversing Boundaries: A Systematic Review
of the Literature on Transnational, Offshore, Cross-Border, and Borderless
Higher Education"-Anna Kosmützky and Rahul Putty of the International
Centre for Higher Education Research Kassel (INCHER-Kassel), Germany,
provide a review of the literature concerned with transnational, offshore, crossborder, and borderless higher education.
n "Transnational Education Remodeled: Toward a
Common TNE Framework and Definitions"-Jane
Knight of the University of Toronto articulates a
common transnational education (TNE) framework of categories and definitions that can be used
by both TNE sending and host countries and discusses various uses for it, including the need for an
internationally agreed-upon set of definitions as a
precursor to developing an international protocol
for worldwide collection of TNE data.
n  "Shifting Institutional Boundaries Through
Cross-Border Higher Education"-Alberto Amaral, Orlanda Tavares, and Sónia Cardoso of the
Agency for Assessment and Accreditation of Higher Education, Lisbon, Portugal, and 2CIPES, Centro de Investigação de Políticas do Ensino Superior,
Portugal, and Cristina Sin of 2CIPES analyze the shifting boundaries of Portuguese higher education institutions through the lens of the identity concept
in organization theories, considering three contexts with different levels of
regulation: African Portuguese-speaking countries, Brazil, and Europe.
n  "The Challenges of Leading an International Branch Campus: The "Lived
Experience" of In-Country Senior Managers"-Nigel M. Healey of Nottingham
Trent University reports the results of a qualitative study into the "lived experiences" of international branch campus (IBC) managers working in the three
largest host markets for IBCs-China, Malaysia, and the United Arab Emirates.
n  "Transnational Higher Education Institutions in China: A Comparison of
Policy Orientation and Reality" -Lan He of Yunnan University of Finance
and Economics aims to identify actual changes in policy between 1995 and
2003-2004 with regards to China's Ministry of Education and its approval of
transnational higher education institutions.

SEVP Report Addresses
Stakeholder Concerns
A new report from the U.S. Department
of Homeland Security (DHS) summarizes
feedback received during an open
meeting held in May 2015 at NAFSA's
Annual Conference & Expo in Boston. The
meeting, "Discussion of Trends and Issues
with SEVP Director Lou Farrell," featured
Farrell and Acting School Certification and
Policy Unit Chief Katie Westerlund and was
attended more than 180 participants.
During the meeting, participants
brainstormed trends and issues in
international education and discussed
potential solutions to their concerns. The
report summarizes this feedback and
addresses how
the program plans to address
stakeholder-identified topics through
policy guidance, Student and Exchange
Visitor Information System functionality,
process changes, and enhanced
communications. It addresses 15 key issues
for students, schools, and Designated
School Officials, including Form I-17 update
processing times, nontraditional programs,
and the temporary absence process.
