Expanding Access to Visas
in New York City

HE CITY UNIVERSITY OF NEW YORK ( CUNY) and the New York City

Economic Development Corporation (NYCEDC) recently announced
the launch of the first municipal program in the United States designed
to help international entrepreneurs access visas so they can create jobs
in the United States . The International Innovators Initiative, or IN2NYC, is a partnership between the two institutions that seeks to help up to 80 entrepreneurs
get visas so they can grow their businesses in New York City .
IN2NYC will partner selected entrepreneurs with one of seven participating
CUNY institutions: Baruch College, City College of New York, LaGuardia Community College, Lehman College, Medgar Evers College, Queens College, and the
College of Staten Island .
Entrepreneurs must base their businesses in their partner institution's "incubator" in an effort to attract new services, revenue streams, and employment
opportunities to neighborhoods and strengthen their innovation ecosystems . Entrepreneurs will also be required to support the mission of the partner school by
contributing to academic research, developing curricula, providing students with
internship and employment opportunities, or serving as mentors .
One goal of the program is to diversify the economy by retaining international
talent that has been educated locally . Another is to attract entrepreneurs from
abroad with skills and knowledge that will benefit CUNY students and educators .

Building Strategic and Sustainable Partnerships

T

he Institute of International Education (IIE) and the German Academic
Exchange Service (DAAD) have coauthored a publication that explores
strategic institutional partnerships. The book, Global Perspectives on Stra-

tegic International Partnerships: A Guide to Building Sustainable Academic Linkages,
includes case studies, practical advice, theoretical background, and best practices
related to developing successful partnerships.

The U.S. Department of Homeland Security
on March 11, 2016, published the muchanticipated final science, technology,
engineering, and mathematics (STEM)
optional practical training (OPT) rule. The
effective date is May 10, 2016. The rule
contains specific provisions addressing the
transition from the current 17-month STEM
OPT system to the new 24-month system.
The 17-month STEM OPT rule remains
effective through May 9, 2016, and will
continue to govern STEM OPT extensions
approved prior to May 10, 2016, and for which
a 7-month extension was not requested.
The 24-month extension, when combined
with the period of standard postcompletion
OPT that must precede an application
for STEM OPT, allows qualifying STEM
students up to 36 months of postcompletion
optional practical training.
After completing another qualifying degree
at a higher degree level and receiving another
period of standard postcompletion OPT based
on that degree, a student would be eligible for
one more 24-month STEM OPT extension.
A student is limited to two STEM OPT
extensions during his or her lifetime.
Provisions of the rule address
recommendations from NAFSA that were
included in its November 2015 comment
letter on the STEM OPT program.
