Diversification
Remains a Challenge
However, despite the marked growth in the
number of international students, Poland
still has one of the least internationalized
student populations in Europe, according to
data from both the European Union and the
Organisation for Economic Co-operation
and Development (OECD).
Only around 3.1 percent of the total student body (up from 2.3 percent in 2014) of

the entire student population-one of the
largest in Europe-is made up of international students. The share of international
students in the total student population is
also increasing because the total number of
tertiary students is decreasing due to an aging domestic population.
Diversification also remains a challenge
for Polish institutions, not just because of its
reliance on the Ukrainian market but also
because the majority of other international
students also come from Europe. In 2014-
15, more than 80 percent of international
students studying in Poland originated from
other European countries.
Siwinska, for example, says that Polish
higher education institutions are looking
for "new Ukraines" right now, and many
see Central Asia, Turkey, and the Far East
as promising new markets.
According to Bobko, Ukraine continues
to be a strategic market for the Polish higher
education system, as are China, India, Vietnam, Indonesia, and Brazil due to their huge
demand for education services.
Mazurek says that KU is actively targeting Asia and western Europe, and focusing
less on recruiting in their eastern neighbors
as he believes the KU brand is already well
established there.
Following Ukraine, the second biggest
group of foreign students in Poland comes
from Belarus, followed by Norway, Spain,
and Sweden. According to figures from
Perspektywy Education Foundation, Poland

only hosted 785 students from China and 545
from India in 2014-15. However, the number
of students from both of those countries had
more than doubled from the previous year.
Despite heavy promotional efforts by
Polish universities, the number of students
from South America has remained stagnant. The numbers of students from North
and Central America have been dropping.
At the same time, Perspektywy Education
Foundation reports an increased interest in
studying in Poland in Africa and increased
enrollment from Saudi Arabia and Turkey.

Government Initiatives to
Promote Internationalization of
Polish Higher Education
In June 2015 the Polish government
launched a higher education internationalization program that aimed to increase
the international competitiveness of Polish
higher education institutions, improve the
quality of education and scientific research,
increase the share of science and education
in the economic growth of the country, and
strengthen the position of Poland through
the growth of its attractiveness as the center
of development of science and education.
According to the Ministry of Science
and Higher Education, EUR 85 million in
EU funding will be allocated to internationalization activities between 2014 and 2020.
Other EU funds will also be put toward measures designed to improve the competencies
of teaching and administrative staff and to

ing to Siwinska, "Due to the steady dynamic
growth of the number of Ukrainian students
there is more and more talk about 'Ukrainization' of Polish universities."
"This is why higher education institutions
are looking for new destinations. Diversification of markets and national backgrounds
of international students is needed. This is
not real, valuable internationalization if
there is only one, dominating national group
of international students," Siwinska explains.
She also suggests that institutions need to
find ways to properly integrate Ukrainian
students into their student bodies.
Although Kozminski University has a
smaller percentage of Ukrainian students
than some other institutions, Mazurek says
that "Ukrainization" can have a negative impact on the quality of teaching and the overall
student experience. KU has implemented special recruitment procedures in order to ensure
prospective students from Ukraine have the
necessary language proficiency in Polish.
