combination of changes in the leading source and destination countries indicates that institutions must brace
themselves for an uncertain and turbulent time for the
next few years. They must plan for alternative scenarios
and diversify their source countries," says Choudaha.
There is also a growing diversity of U.S. institutions
recruiting students abroad-most notably institutions
that had not previously seen many international students. In 2015-2016, more than 95,000 international
students attended U.S. associate's institutions-a jump
of more than 7 percent since 2013-2014, according to
Open Doors.
"Many are working to increase revenues by attracting international students, who pay three to four times
the tuition and fees of in-state residents," says Moore.
"Accordingly, some community colleges are starting to
invest limited financial resources to attract international
students to make ends meet."

More Internationalization
Along with the revenue they bring, these blossoming
international student populations can boost student
success rates and create new opportunities for internationalization on host campuses, Moore says: "These
students, who were recruited for financial reasons, are
highly motivated, remain enrolled through graduation,
and take full-time loads. They earn higher than normal
GPAs and are often leaders on campus, contributing
much to campus internationalization efforts. In short,
they create a virtuous cycle, creating positive impacts on
both the bottom line and the life of the college itself."
The increase in international students also gives
institutions new opportunities for strengthening bonds
with students and scholars in countries experiencing
conflict. "We need to think a lot more systematically
about how to utilize existing higher educational partnerships and consortia to bolster our support for students
in crisis situations," says Hanson.

EA: Responding to the Market
Data also show that education abroad among United
States students is at an all-time high. The number of
U.S. students going abroad has more than tripled in
the past two decades, with a slight slowdown in recent

years. More than 300,000 U.S. students studied abroad
in 2015-2016, according to Open Doors.
But there is even better news in this data: The market
has plenty of room to grow. Only about 10 percent of
all U.S. undergraduates, including community college
students, studied abroad in the last academic year. The
market for students of color studying abroad is especially
undertapped-only 27 percent of all study abroad participants are students of color, according to Open Doors.
Leaders in the field also point to exchange agreements as an avenue for growth.
"Bilateral exchange agreements are a low-risk
way for universities to get to know the norms and
strengths each institution brings to the relationship,"
says Amy Bass Henry, executive director of the Office
of International Education at the Georgia Institute of
Technology. When institutions' strengths and norms are
complementary, she says, an exchange can be "an excellent platform for developing programs that help both
partners reach their goals."
Changes are also afoot in the duration of U.S.
students' education abroad experiences. The proportion of U.S. study abroad students taking part in shorter,
