eligibility requirements for its government scholarships
and has contracted spending from previous years, which
might also translate into fewer Saudi students on U.S.
campuses in the future.

Staying Prepared
As U.S. institutions find success in recruiting new pools
of students from different markets, experts say they also
have to remain responsive to these students' social and
academic needs when they reach campus-universities'
ability or inability to adapt could become a determining
factor in long-term recruitment efforts. "Institutions
should realize that as global competition intensifies, the
key differentiator will be the experiences and outcomes
of international students," says Choudaha. This risk is
magnified by the sheer numbers involved, with nearly
twice the international student population found at U.S.
institutions 15 years ago.
Hanson adds that institutions need to have the necessary staff and infrastructure in place to create a positive student experience: "One still does find examples of
institutions that have rushed to recruit ever-higher percentages of international students without providing the
necessary staffing and service needed to support them,
or that launch large new programs to send students
abroad without investing enough in the hiring of trained
professionals to handle the accompanying demands of
risk management, emergency response, credit transfer,
budget management, and so on."

Closing Gaps
Nick Vasquez, international travel and
security manager at the College of William and
Mary, says planning ahead and risk mitigation are
also essential for U.S. institutions sending their own
students abroad. "Know your international footprint
and relevant programs on campus where you could
potentially have a problem or gap," Vasquez advises.
"Collaborate, share best practices, and have your
protocols tested and retested so you aren't caught by
surprise in the event of an emergency."

and inquiry via open communication on
campuses and with international partners.
Higher education institutions, he says, "need
to be on guard against normalizing a restricted space
for inquiry and expression." If that pattern becomes
established, he says, "the norm has changed from a
default toward open inquiry and expression toward
a default of excised inquiry and discourse, with the
boundaries determined by external actors to the detriment of the [higher education] sector and to society
generally," he says.

CONFIDENCE AMID
UNCERTAINTY
As international leaders look ahead, the future may
be hazy, but there are still strong elements of clarity:
The growing number of international students globally, coupled with rising study abroad participation
among Americans, will create new opportunities for
educators to meet campus internationalization goals.
Although capacity and resource restrictions represent
formidable barriers to recruitment in new markets,
institutions are working steadily toward diversifying
their international student populations. Colleges and
universities are also developing alternative experiences
such as non-credit-bearing volunteer opportunities
and cultural exchanges via video conferencing, widening the availability of international experiences to more
domestic students.
Despite the uncertainty in the field, international
education leaders see new opportunities for growth,
