implications, in line with the Cuban model of 'everything for the social good.' We plan to also publicly present the research both in Camagüey and in the Bronx, to
community organizations, politicians, and other stakeholders." This work is expected to begin in fall 2017.
Salvador Vega, rector of the Universidad Autónoma
Metropolitana (UAM) in Mexico City, first studied in
Cuba more than 25 years ago, and has promoted multiple collaborative research projects between Cuban and
Mexican universities ever since. "Cooperative international academic and scientific activities are a win-win
relationship," he says. "Through our collaborative activities, UAM has been able to train Cuban professionals,
and their specialists have helped us with various of our
university's key issues. Our professors have also participated in many Cuban graduate programs."

"It is important that Cuban partners know our
motivations, our goals, and that they trust us as
professionals and as educators. This only happens
through personal attention, and constant contact."
Academic institutions have also partnered with
cultural institutions such as Casa de las Americas and
the Fundación Ludwig de Cuba. The College of William
& Mary has had a partnership with the latter, a nongovernmental organization that supports Cuban arts and
culture, since the 1990s. Ann Marie Stock, William &
Mary's libraries scholar and a professor of Hispanic studies and film and media, attended a film festival in Havana
in 1989, where she developed relationships with Cuban
filmmakers, film critics, festival organizers, and others
in the world of Cuban film. Later, in her work at William
& Mary's Reves Center for International Studies, Stock
didn't want to do a traditional study abroad program. "I
sought instead to develop partnerships that would allow
us to serve a range of student learning needs-everything from conducting undergraduate research to blending learning and practice through internships. I also
wanted to engage in true collaboration, so that both my
institution and that of our partner would benefit."
Through her attendance at film conferences, Stock
had met the leadership team at the Fundación Ludwig
de Cuba. She talked with them about possibilities for
teaming up. "Because I knew them, and because we
shared an appreciation for Cuba's culture, it was quite

easy to begin working together," Stock says. "They
hosted William & Mary students at their location, and
helped me connect with other individuals and organizations on the island. At the same time, I was serving as a
member of the board of their sister organization in New
York, and I invited some of the Cuban artists and filmmakers who worked with them to come to William &
Mary. So both our goals and their goals were being met.
We have a rich and multifaceted partnership that has
been in place for almost 20 years."

Tips and Advice
for Developing Partnerships
"I have three words of advice for colleagues who may
want to set up a partnership with a Cuban institution,"
Stock says. "Listen, look, learn. We know so little about
the island from the perspective of those living there. We
have a huge gap in our collective knowledge of its history and culture, despite our shared past and our close
proximity. For those taking their first or second, or even
third trip to the island, I'd suggest going with a great
deal of humility. Think about all you don't know, and be
receptive to developing a more nuanced understanding.
Assume that what you've read in U.S. media over the
past decades tells only a very tiny part of the story." She
adds, "Cuba is not 'frozen in time.' It is a dynamic place
that has undergone remarkable changes."
The importance of personal relationships in forming
successful partnerships in Cuba is stressed by both Levy
and Stock. "The first step in dealing with Cuban institutions is to get to know them, and to let them know you,"
says Levy. "It is important that Cuban partners know
our motivations, our goals, and that they trust us as professionals and as educators. This only happens through
personal attention, and constant contact."
"Cubans value personal relationships, so I recommend connecting with some individual or organization
in the U.S., or elsewhere, having already developed a
rapport, and enjoying a shared history. That goodwill
goes a long way toward 'fast-tracking' a partnership,"
Stock says. "Cubans value one's connectedness to
others; I am almost always introduced as a friend of
someone instead of by my title or a list of my books
or accomplishments. This emphasis on relationships
makes it very easy to create partnerships and develop
initiatives once you've established yourself." She adds,
"Acknowledge and enact the values Cubans hold dear:
