our countries closer together at this critical juncture."
"It's important to understand that there will be
many bureaucratic processes to deal with, and this
can take time," says Levy. "Cuban institutions are very
interested in and open to working with U.S. partners,
and bureaucratic delays have nothing to do with
preventing forward movement-they just happen!
Be patient, be honest, be generous with your time
and your attitude, and you will move forward. The
Cuban higher education system is one of the most
respected in the world, and we have much to learn
from them. They lack material resources, but have an

enviable wealth of human and intellectual resources.
"Cuba's achievements in guaranteeing education to
anyone interested and qualified, their commitment to
the social good, and the government's commitment to
financially supporting higher education are all things we
need to learn," Levy continues. "[W]hen one realizes what
people can accomplish even with what seem to be insurmountable obstacles; when one understands how our two
nations have been connected for centuries, and what the
impact of those connections has been, one cannot help
but change, become aware of our influence in the world,
question our world view, and understand the human
spirit in new ways. This leads to an engagement with the
world that is ethical, collaborative, and respectful. Isn't
that what internationalization is supposed to do?" n
