somewhere, but there's just so much time in a day," she
says. "There's just so much money for travel and all of
those things. You want to be smart about it. It's a tough,
tough strategic judgment on these things." Having a
staff member to shepherd each partnership helps ASU
ensure that it's not squandering resources on partnerships that don't actually yield fruit.
No matter what the scale of a partnership that
a higher education institution may be considering,
Lindquist recommends that it establish core criteria,
making sure-as ASU does-that there are research
opportunities in the area and that students might want
to study abroad or participate in exchange opportunities in that region. "Think about student experiences,
research experiences, and other institutional opportunities," Lindquist says.

Staying Flexible
Kari Knutson Miller, dean of university extended
education and associate vice president of international
programs and global engagement for California State
University-Fullerton, says her campus's partnership strategy is focused on providing international

opportunities to its students, regardless of whether
those partnerships follow a conventional path.
Traditional models of collaborating with international partners include signing exchange agreements,
faculty and student exchanges, research collaborations,
and visiting faculty arrangements. "They're very welldefined, mobility-oriented activities," she says. "They're
classic but limited." By contrast, she says, "It's the commitment to accessibility that shapes our approach."
Because Fullerton serves a high percentage of
Hispanic, Pell Grant-eligible, and first-generation students, she says, the campus focuses on partnerships that
are both financially and psychologically accessible. This
approach has even shaped the ways the programming
unfolds. Some faculty members even host orientations
and potlucks where entire families are invited to participate and to talk about financial and curricular planning
connected to international education.
"Part of the mindset that we have, which is really
institutional, is promoting an expectation or an opportunity to all students and supporting the students in
their perception that this is an accessible opportunity to
them," Knutson Miller says.
