As a result, Cal State-Fullerton works with institutions abroad that are very active in technology-based
programs, where students in classes in different countries interact digitally and remotely. "You start to see
that reciprocity defined by numbers-how many of ours
went to yours and how many of yours came to ours-is
an oversimplification and a limiting factor," she says.
One of Fullerton's partners in Mexico, for example,
has a very significant internationalization-at-home
initiative. "For them, one of the key impact factors is if
we send a group to that university, how many of their
students and faculty have the opportunity to interface
with that group in a significant manner," she says. "Not
just about the numbers going back and forth."

Freedom from some of the usual constraints of
travel-dependent exchanges can also mean that very
different kinds of institutions start working together and
complement each other's goals.
"Most of our partners are somewhat different from
us, so there is a value-added for the student, faculty, and
staff participation in an educational system, structure,
or initiative that's different from what is classic at home,"
Knutson Miller says. "I think it's a culturally sensitive
approach to promoting access, inclusion, and participation of diverse students in global experience. There's a
mindset, and you have to believe it's possible." n
