Making Strategic Reinvestment Work
for International Programs
AS INTERNATIONAL ENROLLMENT AT NEW YORK UNIVERSITY (NYU) SKYROCKETED,

its Office of Global Services struggled to keep up with compliance issues. In response, NYU-
home to the United States's largest international student population-instituted a $100 fee for
international students. That fee allowed the international office to add three advisers to its staff
and invest in orientation programs, cross-cultural workshops, and other programming to "integrate international students to our society," says Sherif Barsoum, assistant vice president and
director of the Office of Global Services.
The concept of "strategic reinvestment"-setting
aside a portion of tuition and other revenues for academic and student support programs-is becoming
commonplace. Look at almost any college or university's
strategic plan or budget, and the term pops up repeatedly. At the same time, with the exception of discrete
revenue-generating programs such as continuing
education and executive degrees, it's rare that dollars
are funneled back to the specific programs that earned
them. International education is no exception.
"Most colleges don't operate that way," says Mitch
Leventhal, professor of professional practice and entrepreneurship at the University of Albany and chairman
of Academic Assembly, Inc. International programs in
particular "are tremendously underleveraged," he says.
"There's a lot a global strategy could do for institutions
of all types, but the [return on investment] is not well
understood."
However, as external pressures on international
enrollment mount, the rationale for reinvesting in
efforts to sustain and scale international programs
continues to grow.
"The turbulence around the world is making a case
for itself, and as a result, we are working with a shrinking and highly competitive group of international students," says Ravichandran Ammigan, executive director
of the University of Delaware's Office for International
Students and Scholars. "We have to be intentional at
the institutional level to make the case for reinvesting
in their experience."
A small number of U.S. institutions have implemented strategic reinvestment initiatives for international programs. Yet some larger-scale initiatives
were ultimately scaled back or discontinued, such as

programs at the University of Cincinnati and the State
University of New York (SUNY) that reinvested as much
as 20 percent of international student tuition.
The challenge? A growing awareness of the need to
support internationalism has clashed with institutional
resistance and longstanding financial policies, according
to Leventhal, who previously served as SUNY's vice
chancellor for global affairs.
"University bureaucracies don't want to see fragmentation of revenue," he says. However, several strategies
can help make the case for reinvestment.

Think Broadly
Focus on the big picture, not just specific needs. That
was NYU's approach when it instituted the $100 fee for
international students. Called a "maintenance of status"
fee, it was approved to support immigration regulations
and visa requirements, but Barsoum stressed the importance of not stopping there.
"It reached the point where I said it was crucial for
compliance purposes-once that happens, people listen," he says. "But I can't just do compliance. I also have
to address the retention piece."
International programs should reinvest in a wide
range of supports addressing social, academic, cultural,
and career issues, according to Ammigan. That includes
career exploration and pathways; helping international
students navigate academic concepts involving research;
internationalizing residential areas and dining services;
and integrating support for international students into the
institution's overall advising and student services. Doing
so requires cross-training student affairs and faculty to
ensure that they can "include the global perspective for
students, whether local or international," Ammigan says.
