Declining Enrollments:
What Leaders Can Do
Leaders at every level have a role to play in their institutions' efforts
to maintain international student recruitment numbers.
at U.S. universities dropping, U.S.
students increasingly studying at schools abroad, and employers seeking graduates with a
"global" mindset, education leaders need to sharpen or change their perspectives and skills to
keep apace.
WITH ENROLLMENTS OF INTERNATIONAL STUDENTS

After years of growth, international student
enrollments started to flatten in the fall of 2016; the
following year, nearly half of the universities in the
United States reported a drop in new international
students, according to the Institute of International
Education's Open Doors report. Many factors, including
the current administration's rhetoric and policies, are
affecting enrollment numbers, and education leaders across the United States are uniquely positioned
to draw international students to their campuses.
By reconsidering traditional approaches, leaders can
better control their part in the changing landscape of
international enrollment.

Welcoming International Students
University leaders may not be able to control what a
presidential administration does, but they can determine how they embrace international students on their
campuses. In part, that means ensuring that high-profile
leaders at an institution-not just those in the admissions offices-are recruiting students from abroad.
"They have to have face-to-face visibility in the
markets they serve," says Amit Mrig, president and CEO
of Academic Impressions and coauthor of The Skills
Future Higher-Ed Leaders Need to Succeed. "Campus
leaders need to visit these countries and engage with
parents and answer their questions."
A big concern for these parents, he says, is whether
their children will be safe in the United States. Leaders
need to address these issues during their visits abroad
with the latest stats from campus and community safety
records. Real testimonials from other students can be a
big help, says Mrig.

Moreover, university presidents have "got to be able
to communicate how they will make their campus a
welcom[ing] place," says Patrick Sanaghan, president
of The Sanaghan Group and the other coauthor of The
Skills Future Higher-Ed Leaders Need to Succeed.
"[Students are] coming to a country they don't know
much about," Sanaghan says. "You have to connect them
with mentors and faculty who own the relationship. The
faculty have to buy into the process by learning about
different countries, customs, and cultures."
Larry Goldstein is president of Campus Strategies,
LLC, a management consulting firm devoted to the
business of higher education. He notes that while "it's an
exciting proposition to study [in the United States]...that
excitement can wear off."
"There's homesickness, concerns about your relatives
while you're gone," he says. "Universities need advisers,
counseling, mental health support, cultural affinity
groups, diversity support. Someone who's great at
advising an undergraduate domestic student but has no
experience or training internationally may not be able to
provide that same support" to a student from abroad.
Once international students arrive on campus, institutional leaders must provide relevant support services
and work to ensure that students are legally able to stay
in the country for the duration of their programs.
"I don't know that you can offer guarantees, but
what you can do is ensure you have in-house talent to advocate for your students," says Goldstein.
You can't just leave them to their own devices. The
larger and more elite institutions are routinely advocates for these students-helping them get through
bureaucratic processes."
