In March 2019, the Human Rights Watch issued a 12-point report
detailing concerns about the Chinese government's efforts to
undermine academic freedom abroad. The report provides
guidance for education institutions on how to counter this pressure
and protect their integrity and academic freedom, including:
* speaking out for academic freedom;
* recording incidents of Chinese government infringement
of academic freedom;
* joining with other academic institutions to promote
research in China;
* promoting academic freedom of students and scholars
from China; and
* disclosing all Chinese government funding.
An additional recommendation discourages universities from
hosting Confucius Institutes on their campus, saying that
the institutes are "fundamentally incompatible with a robust
commitment to academic freedom."
The report is the latest in an ongoing and widening
discussion about Confucius Institutes and related concerns about
transparency and academic freedom. In February 2019, the U.S.
government released two separate reports on the institutes,
and the United Kingdom's Conservative Party Human Rights
Commission issued a similar report.
While the Human Rights Watch report focuses on the actions
of the Chinese government, its authors stress that the principles
outlined in the guidance can be applied in the face of similar
pressures from other governments or state actors.

COUNTERING THREATS
TO ACADEMIC FREEDOM

Social media plays an important role
in international students' decisions of
where to study, according to a recent
report from educations.com, an online
platform that allows students to browse
and compare study abroad programs.
The survey shows that for both bachelor's
and master's degree seekers, social media
is a dominant influence compared with
other considerations such as scholarship
and funding information, stories from
other students about their study abroad
experiences, and feedback from friends
and family.
For prospective bachelor's degree
students, YouTube (34 percent), Facebook
(18 percent), and Instagram (15 percent)
have the most influence on students'
choices among all social media platforms.
Pinterest, Snapchat, and Twitter show
the fastest rates of growth in terms of
influence on bachelor's students' choices.
The report is partially based on
feedback from a student survey of more
than 20,000 current and prospective
international students from 178 countries.
