GAINS IN GOVERNMENT SUPPORT
A roundup of new investments for international education

CANADA: $111 MILLION
The Canadian government announced in its 2019 federal
budget a five-year plan to develop a pilot outbound
mobility program for postsecondary students and to
promote Canadian education around the world. The
budget outlined $111 million to fund the initiative, with
an annual investment of $6 million after the initial sum.
Both investments will support the country's goal of
developing an international education strategy.

students enrolled at UK universities to 600,000 by
2030. To do so, the government will ease certain
employment restrictions for international students,

FRANCE: $16.9 MILLION
The French government will invest $11.3 million to
improve international student services at universities
across the country, as well as an additional $5.6
million to foster new partnerships between French and
international institutions. The investment is part of a
new international education strategy, announced in
2018, to attract 500,000 international students by 2027
and raise the global profile of French education.

UNITED KINGDOM: $45.8 BILLION
In March 2019, the United Kingdom announced a new

In late 2018, the Japanese government loosened
employment restrictions for international students,
allowing more to stay and work in the country after
graduation. The change advances the country's goal
of hosting 300,000 international students by 2020.
Another 2020 goal: double the number of Japanese
students studying abroad to 120,000. According to
media reports, in February 2019, new data showed that
the number of Japanese students abroad surpassed
100,000 for the first time in 2017-putting Japan on
track to meet its goal.

In fall 2017, the Trump administration
put "Practical Training Reform" on the
Department of Homeland Security's
regulatory agenda, citing a desire to
protect U.S. workers. New research
from the National Foundation for
American Policy-a nonprofit,
nonpartisan organization that produces
public policy research on trade,
immigration, education, and other
issues-finds that international students
who participate in Optional Practical

Training (OPT) do not take jobs from
U.S. workers.
The report, published in March
2019, is based on research and analysis
of new data from a period covering 2008
to 2016 on international students with
science, technology, engineering, and
mathematics (STEM) majors approved
for OPT. According to the report:
"There is no evidence that foreign
students participating in the OPT
program reduce job opportunities for U.S.

workers. Instead, the evidence suggests
that U.S. employers are more likely to
turn to foreign student workers when U.S.
workers are scarcer."
"Analysis of the data show unemployment rates are lower in areas with larger
numbers of foreign students doing OPT as
a share of workers in STEM occupations.
Comparisons at the state level likewise
show a negative relationship."
