What are the greatest needs of
Ugandan higher education? Are they
being successfully addressed?
There are four major challenges from my
point of view. The first is massification.
There is an increase in the number of
people accessing higher education, and
yet the demand far exceeds the capacity
of institutions' facilities to support
students. The second is that there is a
deficit of highly trained academics. By
law, academics should be trained by
PhDs, but there is a deficit of adequate
PhDs to do the training. Third, the
funding for education, especially for
public institutions, is inadequate or
inconsistent, in part because the priority
has been primary education.
Finally, there is a need for the
creation of a national research agenda
and funding. In Uganda, there is no
agenda or funding we can compete
for, which makes us dependent on
collaborations or the relatively small
amounts of money institutions have in
their budgets. These challenges constrain
higher education development, resulting
in limited managerial and research
capabilities and strikes over the issues of
management and capacity.
As part of your involvement in
NAFSA's Global Dialogue Fellowship
Program, you were partnered with
professor Mark Schaub at Grand
Valley State University in Allendale,
Michigan. Has this partnership
produced any valuable takeaways
that you can apply at UMI?
Yes. Mark is very good at networking,
and it has been valuable to see how he
recruits and maintains partners and
addresses sticky issues concerning
such relationships. We have
attended NAFSA and [Association
of International Education
Administrators] conferences
together. He is very structured in
how he handles partnerships and
collaborations. I learned from him to
try to find people with a convergence

of goals and to pursue them for
professional relationships.
We are also setting up an
international office at UMI that he has
helped us reconceptualize. Through
his efforts, UMI hosted Kalamazoo
College anthropology professor Kiran
Cunningham, who shared her thoughts

on institutionalizing the scholarship
of engagement-which is recognizing
service as scholarship when it requires the
use of knowledge that results from one's
role as a faculty member. [This is] an area
that we are passionate about at UMI. n
