ATTRACTING AND
RETAINING TALENT
Finland, Germany, Norway, Switzerland, and the United
States are the most attractive countries to international
tertiary students, according to the results of the first
edition of the Organisation for Economic Co-operation
and Development (OECD)'s Indicators of Talent
Attractiveness tool.
The indicators tool uses survey and immigration data
to measure the relative attractiveness of OECD countries
to three groups: highly skilled immigrants with a master's
or doctoral education level, foreign entrepreneurs, and
international students in tertiary education. Countries
are assessed based on seven "dimensions": quality of
opportunities, income and tax, future prospects, family
environment, skills environment, inclusiveness, and

Australia, Canada, New Zealand, the United Kingdom, and
the United States score high in the "skills environment"
dimension due to their investment in tertiary education
and English language use, which are priorities for many
international students.
Germany, Norway, and Switzerland excel in the
"income and tax" dimension. These countries charge
domestic and international students the same tuition rates
and their student visa policies allow international students
broad access to work during their studies.
France and Italy perform well in the "future prospects"
dimension, with policies that facilitate a smooth transition
to work permits after graduation.
Room to Improve
According to the results, a theme across all migrant groups
is that the United States, while popular overall, loses ground
due to restrictive immigration policies and relatively high
rate of visa application refusal. Australia and Canada were
also penalized in the assessment for these reasons.

Though 25 percent of all college students in the United
States are enrolled at minority serving institutions (MSIs),
students at MSIs account for just 11 percent of the U.S.
study abroad population. A recent report from The Center
for Minority Serving Institutions, in partnership with the
Council on International Educational Exchange, explores
the challenges of expanding access to study abroad
opportunities at MSIs and ways to address them.
One cultural barrier cited in the report is that study
abroad experiences can seem impractical or out of reach
for students who have never met anyone who has studied

abroad. Other curricular barriers include difficulty transferring
credits and managing accreditation standards, rigid degree
requirements, and core curricula.
The report also focuses on the Frederick Douglass Global
Fellowship, which is designed to break down the financial,
curricular, and cultural barriers to study abroad for MSI students. The
fellowship plans to create summer program options, ensure smooth
credit transfer processes, and build a cohort of MSI students who
have studied abroad to normalize participation on their campuses.
