face, different institutional enrollment
goals require different strategies. Some
community colleges have large teams of
dedicated "road warriors," while other
schools with smaller programs find
creative ways to differentiate themselves
in an increasingly crowded market.
Traditional recruitment methods, like
sending staff to college fairs abroad, don't
work for all community colleges.
"That kind of broad-based
recruitment effort just doesn't really
work for us," Wood says. "Our strategy
for recruitment is very relationship
based. We try to capitalize on the
strengths that we already have, our
current students, our alumni, and
international faculty and staff."
Kirkwood does not have a dedicated
recruiter. The admissions adviser does
some limited recruitment travel, as does
Wood, but the team primarily focuses
on "armchair recruitment"-outreach
that doesn't involve leaving campus, such
as virtual meetings with prospective
students. Sometimes faculty who are

traveling for research or study abroad
will use the opportunity to also visit
high schools or meet with prospective
students. Additionally, Kirkwood partners
with a nearby four-year institution,
Cornell College, to offer English language
instruction because Cornell does not
have its own English as a second language
(ESL) program, thereby potentially
inciting a larger pool of students to the
community. Kirkwood maximizes all of the
technological and logistical advantages it
has at hand to reach new students.
In California, SMC takes a different
tack. Weir's team has two full-time
recruiters who travel overseas, along
with another staff member who recruits
from local language schools.
"We also have established strategic
partnerships with some of these language
schools so that when a student completes
a certain language level, they do not have
to take the [Test of English as a Foreign
Language] TOEFL to prove their English
proficiency," Weir says. "That has helped
our recruitment as well."

Collaborative Approaches
Both Kirkwood and Shoreline often
join forces with other institutions and
organizations to further amplify their
recruitment efforts.
Kirkwood participates in joint
recruitment activities abroad with
some of Iowa's other higher education
institutions through the Study Iowa
consortium, which promotes the
entire state as a study destination.
The consortium also sponsors a fly-in
program that brings overseas counselors
and education advisers to Iowa to get an
in-depth tour of universities throughout
the state. "If we can get people on
campus, then they get it," Wood says.
Other schools, like Whatcom
Community College in Bellingham,
Washington, rely more on their
relationships with recruiting agents.
Kelly Kester, Whatcom's director for
international programs, estimates
that around 70 percent of the 270
international students studying at the
institution are recruited by agents.
