TO BUILD ANYTHING, the first thing you need is a vision
of what the finished product will be. The second imperative-and
even more crucial to success than the first-is a quick equipment
check: Do you have the tools you'll need to complete your vision?
If what you're building is a pipeline for international students
to come study at your campus, that means a realistic assessment
of whether you have the right strategies to attract, evaluate, and
finalize commitments for the students who would be the best fit
for your campus. And in an age with no pennies to spare and no
margin for error, the importance of having a fully stocked toolbox of tactics, best practices, and creative solutions has never
been more important.

Mind the Gaps
To maximize their recruitment efforts and dollars,
colleges and universities should get off the beaten
recruitment path, says Tim Tesar, the associate director
of admissions at Simpson College in Iowa. International
enrollment staff, he says, should search for "pockets of
international recruitment areas that are not saturated by
all the tours and fairs already in those cities" and focus
on less-traveled cities and schools to recruit in.
There are, of course, usually reasons-language
obstacles, infrastructure, etc.-why a given region isn't
already saturated with recruiters, and some digging may
be required to uncover what the obstacles are and what
creative adaptation is needed to get around them.
For example, University of Maryland-Baltimore
County Associate Vice Provost of International Education David Di Maria says if U.S. institutions aren't careful
when they set admissions standards, international applicants may find that required standardized tests that they
need to take aren't offered in their home country.
"This not only creates barriers for individual applicants, but it may be the reason why entire countries are
underrepresented or not represented within specific
programs or institutions," he says. If decisionmakers find
that it's impossible or impractical for applicants to take
certain tests, they should develop alternative requirements to increase access, he advises.
