Construction of the 51,000-squaremeter air terminal building, including passenger boarding bridges and ground loading gates; baggage handling system; domestic, U.S. and international passenger processing areas, started in 2007. The universal design ingredients of the terminal include such elements as widened and highly acces- The new terminal incorporates systems that minimize the use of energy and reduce greenhouse gases, while maintaining a comfortable environment for passengers. sible entryways; appropriate height and positioning of check-in and service counters; barrier-free pathways for free circulation of people and mobility aids; rounded/angled corners; highly visible and effective wayfinding through architectural cues and signage; elevators adjacent to typical paths of travel; enhanced washroom designs; evenly illuminated handrails, treads, and walking surfaces; enhanced visual and auditory information; groupings of payphones to include at least one integral teletype device for the deaf and hard-ofhearing; and reduced use of high-gloss finishes to reduce glare. Regardless of the carrier, passengers check in using one of the 32 commonuse kiosks and bag tagging stations before depositing their luggage on the baggage belt—a feature shared with only one other airport in North America. Prime contractors involved with redevelopment construction projects have included the EllisDon Corporation, Manshield Construction, McCain Electric, Mulder Construction, Nelson River Construction, Otis Elevators and PCL Constructors Canada. Program Management is provided by Parsons and Wardrop Engineering. Redevelopment of the airport underlines the significant role played by Winnipeg Airports Authority in stimulating the economic life of this community. With a construction commitment of $585 million, airport redevelopment is forecast to contribute $273 million in wages to the local market. Winnipeg Airports Authority is a non-share capital corporation responsible for the management and operation of Winnipeg James Armstrong Richardson International Airport and affiliate businesses. All surplus revenue over expenses is reinvested by WAA back into the community, primarily through airport development projects. WAA is self sufficient with taxpayers not directly involved in financing airport site redevelopment, which is being paid through Airport Improvement Fees (AIF). ■ 66 CENTERLINES | OCTOBER 2011
