A Message from Allan E. Goodman, President and Chief Executive Officer, IIE Linkages: Engaging in Global Partnerships This issue of IIENetworker highlights international partnerships and linkages, to help our members develop effective partnerships. We hope that these articles will foster innovative ideas that will help international education professionals create and expand opportunities to engage in partnership activities around the world. The far-ranging articles in this issue examine all aspects of international cooperation. Joseph Brockington urges us to rethink collaboration in education abroad by considering incountry consortia. And, in the first installment in the new IIENetwork University Presidents Interview Series, John B. Simpson, President of the University at Buffalo, shares his perspective on the importance of internationalizing the campus. Atta-ur-Rahman, Chairman of the Higher Education Commission of Pakistan, discusses how innovation and knowledge in today’s global economy drives higher education initiatives in Pakistan, while Alan Smith from the European Commission addresses the quest for a new foreign policy for European higher education. Also in this issue, you can read about the accomplishments of the Toyota International Teacher Program, which received IIE’s “Opening Minds Corporate Leadership” award at our 2006 Gala. Now in its 9th year, the Toyota program has enabled over 400 U.S. teachers from schools all across the United States to have international experiences and to share them with students in their classrooms. Please join me in congratulating the 2007 winners of the Andrew Heiskell Awards for Innovation in International Education: Emory University, Florida Agricultural and Mechanical University, University of Delaware, and The State University of New York System Administration. The winning initiatives are featured on pages 16-23 of this issue. You will find further details on this year’s winners on the IIENetwork website, along with a compendium of Best Practices which encompasses all the winners and honorable mention recipients from the previous five years. We hope that these Heiskell Award winning programs and the articles in this issue of IIENetworker will inspire others in the field to explore new areas of international cooperation. Allan E. Goodman
