ethnic and racial minorities are still underrepresented. Moreover, higher education enrollment rates in industrialized countries are still roughly five to six times those of developing countries. Compare, for example, the 81 percent tertiary gross enrollment rate in the United States with the 9 percent average rate for developing countries and the less than 5 percent average rate for most of Sub-Saharan Africa (World Bank 2000). In 2001, the Ford Foundation International Fellowships Program (IFP) was launched to broaden access to higher education and help build a new generation of social justice leaders. Funded through the largest single grant ever made by the Ford Foundation, $280 million over ten years, IFP provides fellowships of up to three years, for use in any country in the world, to pursue master’s, doctoral, or professional postgraduate degrees in a broad range of academic disciplines and interdisciplinary fields. The program works with partner organizations in 22 countries in Asia, Africa, Latin America and in Russia (among them the Institute of International Education in China, Russia, and Mexico) to recruit candidates, convene independent selection committees, and provide educational advising, support and monitoring to the selected Fellows. An IIE unit in New York also provides administrative services to all Fellows worldwide, as well as placement assistance to those who choose to study in the United States and Canada. The program also works with the British Council and the Netherlands Institute for Cooperation in Higher Education Exchange (NUFFIC), to place Fellows in the United Kingdom and in continental Europe, respectively. Before candidates are recruited, IFP and the partner organizations work together to identify which factors—such as socioeconomic status, gender, ethnicity, race, caste, religion, language, geographic isolation, political instability, or physical disability—constitute the most formidable barriers to higher education in a given country. Recruiting focuses on encouraging applications from members of social groups and communities that are least likely to have access to advanced studies, even though all applicants must have previously obtained an undergraduate degree from an accredited university. Individual candidates are then compared and selected on the basis of their academic achievements, leadership skills, and social commitment. Disadvantage and lack of access to higher education are not in themselves qualifications for the fellowship; rather, successful candidates must also demonstrate that they have both the aptitude and the inclination to utilize their newly acquired knowledge for the benefit of their countries and communities. In this way, IFP has broadened not only the definition of who should have access to higher education, but also the purpose it should serve. To date, IFP has selected more than 1,540 Fellows, among them women and ethnic minorities from rural Vietnam, members of discriminated castes and scheduled tribes in India, Muslim women from Ghana, Nigeria, Senegal and Indonesia as well as the Middle East, and Latin Americans of indigenous and African descent.
