message f ro m the p re s i d e nt EMBRACING INFORMATION OPERATIONS ver the past year, the AOC has renewed its focus on electronic warfare (EW), which is the foundation of our Association’s legacy. However, the AOC believes that information operations (IO) is important as an overarching doctrine that incorporates EW, as well as the four other IO “pillars” – Operations Security (OPSEC), Psychological Operations (PSYOP), Military Deception (MILDEC) and Computer Network Operations (CNO). With this in mind, the AOC is launching a new initiative that will embrace IO while maintaining our focus on EW. In the coming months, the AOC will unveil a program to the membership called the Information Operations Institute (IOI). I believe, as do others responsible for the development of this program, that the AOC will become the discussion and educational forum that the community of IO professionals has needed for the last few years. The IOI will be responsible to the AOC and its membership for resolving important longstanding questions facing IO and helping to guide IO’s future. It may also lead to answers that will define how IO’s five core capabilities can be integrated to achieve desired effects against an adversary in the current and future battlespace. About two weeks ago, I had the opportunity to discuss IO with several gentlemen who believe IO is the preeminent doctrine for the new age of warfare. During this meeting, we developed a game plan that will hopefully put the AOC in a sound position to establish and support a forum for IO. As I mentioned earlier, the forum will be known as the IOI. The AOC will have an IO Steering Group, chaired by Mr. Bob Giesler, and it will be this group’s responsibility to create and lead the development of the IOI. I have nominated Bob as an associate member of the AOC Board of Directors, with responsibility for advising the Board on the direction of the IOI. In addition to the IOI and its Steering Group, there will be a national IO conference in Washington, DC, next year – the re-establishment of InfowarCon. This will be the first of many AOC events that will address IO and its core capabilities. And finally, there are ongoing discussions for the development of a new quarterly publication, The IO Journal. The magazine will provide a professional forum for the IO community to discuss and shape new IO concepts and to publicize its activities and agenda. I believe the IOI will bring new ideas to the AOC and help our Association embrace a concept that is not only important to EW, but which will also help us support our nations, our warfighters and our industrial base. Because of this, I have directed that AOC goals for IO be articulated in the new AOC strategic plan that will be presented to the Board of Directors for approval in October 2008.
