THE LEGISLATIVE ISSUE Legislation is TOP PRIOR in Texas BY TOM DUCK, EXECUTIVE DIRECTOR, TEXAS RURAL WATER ASSOCIATION LEGISLATION IS A confusing business. It’s been said that one should never see sausage or legislation made. Perhaps there is some truth in this, but for the most part, I have learned much over the past 35+ years of working in the legislative arena – and most of it has been fascinating and fun. One of the most important lessons I’ve learned is that to be successful in the legislative process, it takes a multi-pronged approach. It takes time, money and effort, and all three must be appropriately leveraged. 22 • Third Quarter 2010
