Congress. NRA's president at the time,
Hal Glassen, testifi ed against the draconian
proposals, and the NRA again
mounted letter-writing campaigns
among members. Rep. Howard Pollock
(R-Alaska), who later served as
NRA president, related to me how bad
the measures passed on the House
fl oor were until members started
demanding recorded votes, after
which bills were amended to ameliorate
some of the worst provisions.
While the Gun Control Act of
1968 (GCA) would include many
burdensome provisions, the NRA's
greatest victory was the defeat of
proposals for national licensing and
registration of fi rearms. Th e GCA
declared that it was not intended
" to place any undue or unnecessary
Federal restrictions or burdens on
law-abiding citizens " or " to discourage
or eliminate the private ownership
or use of fi rearms by law-abiding
citizens for lawful purposes, " but
most of its restrictions fell squarely
on such citizens.
Abuses under the GCA culminated
in passage of the Firearms Owners'
Protection Act of 1986. By now,
NRA-ILA was a highly eff ective lobbying
arm. Th is NRA-supported bill
passed in the U.S. Senate, but stalled
when it reached the U.S. House
of Representatives. Rep. Harold
Volkmer (D-Mo.) fi led a discharge
petition to get a vote, and it overwhelmingly
passed. FOPA enacted
standards requiring intent for violation,
roped in overreaching ATF
abuses and preempted state restrictions
applied to travelers.
Th e 21st century poses new challenges.
History shows that, in the
20th century, when the American
people were confronted with loss of
the Second Amendment, the NRA
was there, and it rose to the occasion.
We can do that again.

Chipman Disqualifi ed Himself from Running the ATF
" Th ank you for the question about
silencers which have been regulated
under the National Firearms Act since
the 1930s, " Chipman replied. " Th e
eff ort to take the silencer out of that
regulatory regime that has prevented
silencers more frequently being used
by criminals, as an advocate, I thought
that was the wrong approach. "

this and other insulting, strange and
provably untrue statements he has
made. In an attempt at an explanation,
Chipman said, " With regard to
the comments that I made on Cheddar,
that was a lengthy interview.
What I was trying to use as selfdeprecating
humor, the person who
has a gun stored behind his tuna and
beef jerky was me. And I was saying
that all of us were acting in new
ways as a response to COVID, and I
thought that people should be very
clear that when they bring a gun into
their home they need to be properly
trained. "
Sen. Mike Lee (R-Utah) said to
Chipman, regarding comments the
nominee had made about legislation
that would reform the laws regulating
fi rearm suppressors: " You said,
quote 'Th e only people that benefi t
from this bill are gun lobbyists and

" Yes, you've made that quite clear, "
Lee said. " Th at's not what I'm comDavid

criminals who want easier access
to deadly weapons. Th at's why this
irresponsible legislation couldn't get
passed when Republicans had complete
control of Congress.' So you're
saying that the only people that can
benefi t from them are gun lobbyists
and criminals who want to kill
people? Is that statement also taken
out of context? If so, what was the
additional context, and how does this
refl ect the careful, measured judgment
of one who would be in charge
of enforcing our nation's gun laws? "

and then tell us it's just raining, "
Lee said. " Th ere's just no reasonable
reading of this statement that can be
interpreted this way ... . I think this is
very concerning for someone who had
a series of infl ammatory statements,
very concerning we are considering
confi rming you to be our lead lawenforcement
offi cer for our gun laws. "
