he last several months have been
challenging for so many organizations, and this has been no
different at the NRA. In your May 2020
issue of this magazine, NRA Executive
Vice President Wayne LaPierre, in his
"Standing Guard" column, communicated that he "had been forced to
make drastic changes in NRA operations." These tough choices were made
for the long-term health and wellbeing of the organization.
Based on a variety of factors, to
include government-mandated shutdowns associated with the COVID-19
pandemic, it was decided that your
June and July magazine would be
combined. As a result, you did not
receive your June 2020 magazine
issue. This is a one-time occurrence,
and the plan going forward is to have
a fresh monthly print magazine delivered to your mailbox.
On behalf of the entire staff at the
NRA, we appreciate your patience and
understanding during these challenging times. Your support is needed now
more than ever before. Our strength as
an organization during the past 149
years has been our collective voice in
support of our Second Amendment
rights and FREEDOM!

with the 75th anniversary
of V-E Day, for "Victory in
Europe," May 8, 1945. I
thought it an opportune
time to discuss NRA's role
during the most serious
crisis the world has ever faced. I'll let the words of another tell that story.
"I wish to express to you and to the members of the National Rifle Association
of America my appreciation for the service rendered the Army by the association
during World War II. Through the contact of pre-induction small arms training
schools, the preparation of manuals and charts required for instruction in rifle
marksmanship, by making available to the Army training films on rifle and pistol
marksmanship and allied activities, the Association greatly facilitated small arms
training throughout the Army. The record of the National Rifle Association during
the war has been one in which its members should take great pride. The nation is
fortunate in having such an organization upon which it can rely for the continued development of proficiency in the use of small arms by the citizens of this

Long before World War II, NRA had been laying a solid foundation of
marksmanship training dating to 1871. Starting in the 1920s, NRA championed the use of .22 rifles in providing the basics to large numbers of young
Americans. By 1940, nearly 100,000 young Americans were receiving marksmanship training yearly from NRA instructors and volunteers. Another thing
that NRA championed, through its matches and the pages of this magazine,
was the use of telescopically sighted rifles and the development of reliable,
repeatable mounts. This would pay dividends for American snipers on battlefields in both Europe and the Pacific.
Before the war, NRA had created a film on basic training with the .22 rifle,
and it was immediately made available to the Army and Navy. NRA had also
produced the only handgun training film in the United States, and it, too, was
made available to the military, free of charge. There were real concerns about
America's manufacturing facilities, and NRA staffers developed and printed a
manual for training plant guards, as no such materials had previously existed.
Tens of thousands of NRA members put on their country's uniform, including Lt. John Scofield, who took the accompanying photo during the Small Arms
Firing School at Camp Perry in 1940. Bill Shadel, then editor, became a war
correspondent for American Rifleman and The Infantry Journal, and he covered D-Day firsthand. These were some of his words to NRA members after he
returned from France in 1945.
"That's why we need the National Rifle Association ... To promote small
arms marksmanship, whether on the range or in the hunting field. I was never
more convinced of the need of such skill, never more completely persuaded
that it provides that essential something needed in addition to the American
fighting man's heart and ability, or something which cannot be left to a few
final, hurried months.
"Space does not permit the recital here of untold instances where a hunter or
a practiced target shooter, alone and single-handed, created havoc in the ranks
of determined enemy counterattack. ... America must have those riflemen."
