nicipal golf operations in the 2020's as opposed to the 1980's
- issues that obviate reliance upon management groups issuing
proposals that offer massive up-front improvements
that were routine in the 1980's such as irrigation systems and
clubhouses. Smaller projects, no doubt is the hope, but the
business model represented by our " moonshot " does not even
count upon that.
LA County's golf program never has been and never will
be an enterprise fund activity so long as it hews to the leasehold
model, precisely because the market is so strong that it
wants to scoop up those millions in net profit over and above
operational and regulatory cost recovery
for use by its Parks & Recreation

that would otherwise require budget
authority from the Board of Supervisors,
a much less reliable source of
funding to say the least. From a strictly
golf point of view, would that this were
not the case, as those millions would
then be available to add to the already
generous capital improvement pot provided

zero if you prefer, I am able to conclude
that what would certainly strain credulity
in most places, a " moonshot " if you
will, is really nothing more than a mildly
aspirational effort to move an already
successful municipal golf operation toward
a more sustainable future.
