related. however, smart cities are finding that they can mitigate or eliminate those risks if they choose to adopt a networkas-a-service model, which shifts ownership, management, and
operations to the network provider.
The best IoT devices are built to last at least 15  years,
including the battery. Cities should demand the same longevity from all aspects of the IoT network, and they should
expect and demand an end-to-end solution backed by a
comprehensive warranty. A number of the world's premier
smart cities have quantified projected savings based on
deploying standards-compliant IoT technology.
xx
Paris expects to achieve energy savings of 30% by
2020 through updating the infrastructure for 180,000
streetlights
xx
Copenhagen is targeting a 50% reduction in energy
use, which will also cut carbon dioxide emissions and
lower costs. The city also expects to lower operating
expenditures by more than 60%
xx
glasgow expects to achieve energy savings of 60% on
smart street lights and dynamic lighting. Additionally,
it expects to increase RoI by placing street lights and
traffic control on the same network.

the network so that you can implement the high-priority
use cases that will drive the greatest value while defining a
road map of new devices and applications as your needs
grow. A software platform that is deliverable as a cloudbased service allows users to quickly deploy and provision a
smart city, smart utility, or other IIoT network without large
investments in IT infrastructure and personnel (Figure 5).
such a platform can clearly help cities improve and speed
up the RoI. Key functions or capabilities the platform may
require include the following:
xx
Unified data ingestion and storage: the data platform
needs to enable shared access to data across multiple
applications and systems, providing comprehensive
visibility and insight throughout the organization
xx
Network device control and management: the network
should provide ongoing control and manageability of
the communications network and deliver guaranteed coverage
xx
Growth and IoT device and service support: a platform
built on standards-based technology ensures that a
smart city can adopt solutions from third parties without concern about interoperability or integration issues
xx
High-level security: the platform must also provide
banking-grade security and data encryption at all levels.

Rollouts
Municipalities on limited budgets facing the massive
infrastructure improvements required for smart city
investments inevitably find that a network investment
they can reuse over and over again is the best way to
achieve short-term RoI and have a foundation in place
for the future. Budget limitations also dictate the need to
determine which anchor applications are critical to going
live, even if incremental applications are phased in at
intervals. In surveying cities that have led the way, I have
seen a framework that achieves four key initiatives early
on as a common denominator across successful smart
cities. Those four initiatives are
xx
resilient, cost-effective power
xx
customer-centric energy and water services
xx
safer, more efficient roads and public spaces
xx
energy efficiency.
Ultimately, however, a smart city must have the infrastructure in place to provide solutions for essential city
services across a breadth of categories.

Paris
A hub for smart city innovation, Paris has committed to
reduce public lighting energy consumption by 30% over the
next ten years while ensuring quality lighting for residents.
