and transportation projects that
create broad shared value and
are built on existing iCt-enabled
infrastructure. these pillars rep-
resent the most significant exist-
ing infrastructure in a city. this
infrastructure is therefore a natu-
ral focus for smart city initiatives
to support better management of
these stranded investments by
creating citizen-centric projects
that create value and enable em-
powerment, choice, and control;
creating compelling financial re-
turns that are clearly articulated;
and building on existing iCt-en-
abled infrastructure that is foun-
dational to a networked city.
Following on the last two points,
this article focuses on the smart
energy segment and further discuss
Comed's leadership in smart city devel-
opment. it is estimated that the smart
energy segment will experience the
highest growth rate by 2020 within the
smart city realm. With a compound
annual growth rate of 25.2%, the smart
energy market is anticipated to be val-
ued at Us$248.36 billion, constituting
15.8% of the global smart city market.
therefore, it is crucial to look at smart
energy, in particular the smart grid, as
a major player and a key enabler
in smart city development.

Comed's Smart City Vision
the electricity infrastructure for ur-
ban environments has been tradi-
tionally designed and operated with
a heavy dependence on remote gen-
eration and with the assumption of
steady-state operations. this infra-
structure, however, has traditionally
been neither environmentally friend-
ly nor designed to be resilient against
low-probability, high-impact events,
such as natural disasters, extreme
weather events, or physical attacks.
moreover, the traditional "nonsmart"
electric infrastructure lacks the fast
and reliable monitoring system to
enable a real-time control of available
assets. However, recent technological
advances under the context of smart

grids, such as advanced metering in-
frastructure (ami) and distribution
automation, are being integrated into
the electricity infrastructure for pav-
ing the way for leveraging the poten-
tial of connectivity to provide more
intelligent electricity systems, which
can be efficiently used to achieve the
overarching goals of smart cities.
smart electricity grids can potentially
play a significant role in all of the fo-
cus areas of smart cities. smart grids
can enhance livability (e.g., by mak-
ing available inexpensive energy and
enabling faster emergency response
after extreme events), promote con-
nectivity using its communications
infrastructure, boost workability (e.g.,
by providing more efficient and reli-
able energy), and improve sustain-
ability (e.g., by utilizing alternative
renewable energy resources).
Concerning smart cities, electric
utilities are in a unique position com-
pared with many of the other leading
entities. Utilities own the physical
energy delivery infrastructure and,
through smart grid deployment,
many of them are implementing a
ubiquitous communication network
that reaches all of the communities
they serve. the smart city requires
not only the communication net-
work but also the physical infra-
structure. therefore, utilities are in a
special position to leverage smart
g r i d e x p e riences in developing
smart cities and to become a leader
in smart city development in urban
areas. additionally, they can use their
expertise in grid resilience to develop
metrics that cities can use to under-
stand community resilience. smart
cities would also provide significant
opportunities for growth for utilities,
which include leveraging the physical
and communication infrastructures
to provide value-added services as well
as utilizing external data and new
technologies to improve utility op-
erations and asset management.
Comed, a unit of exelon Corpora-
tion, has been the primary electric de-
livery services company for Chicago
	

and northern illinois, providing elec-
tricity to more than 3.9 million custom-
ers. embarking on two transformative
programs in response to legislation, in-
cluding the energy infrastructure mod-
ernization act of 2011 and the Future
energy Jobs act of 2017, Comed is mod-
ernizing northern illinois's electric grid
and building the electric infrastructure
for the 21st century economy. this
modernization is carried out through
several initiatives, many of which could
support smart city development.
Comed defines a smart city as a col-
laborative community that leverages
smart infrastructure technology to
enhance livability, workability, and
sustainability. Comed's vision of a
smart city is to dynamically partner
with local communities through le-
veraging Comed's assets, skills, exper-
tise, and information to create
opportunities and improve the quali-
ty of life for citizens.
