the system has the capability to use a web interface to
share information, provide interactive maps, publish webpages and online displays, transmit reports, access mobile devices, trigger status updates, and provide input to utility
information systems. integral to the situational awareness is
the capability to share information on a real-time basis. a
usas provides the ability to share all inputs to and from the
u.s. Office of emergency Management with utility and mobile
assessment crews as well as provide inbound and outbound
communications to government agencies, the public, and the
press at various levels, depending on the need.
the underpinning of a usas is a gis that layers data
from a variety of sources to create a model of the area of

interest. examples of some of the many public data sources
include the u.s. census Bureau, u.s. geologic survey, Federal emergency Management agency, and u.s. national
Weather service. Figure 1 shows the types of real-time data
that can be obtained from these services.
the decision support portion of a usas allows the responders and utility infrastructure operators to use the situational awareness information for planning and deploying
restoration resources. a usas provides information on the
condition and status of the environment around each
building, identifies utility outages affecting buildings and
critical facilities, and identifies roadway status issues that
may have an impact on utility restoration operations.
to illustrate how a usas would
represent and provide a visualization
of a disaster, a series of storyboard
slides were used to show the evolution of a flood event that had an
impact on the community of Murfreesboro, tennessee, in May 2010.
examples of selected storyboard
slides, shown in Figures 2-6, used
the layered data described previously to show roads, waterways, buildings, flood zones, topography, and
aerial photography for the area. each
of the storyboard slides demonstrated the capability of receiving realtime updates to the information used
to represent the event, which was
then displayed on-screen for use by
