on Sofia2, which also receives data
from weather stations in the city. City
parks and gardens are maintained in a
centralized GIS database of all city
assets within Sofia2. Now, instead of
just being connected to a network of
"dumb" sprinklers that are on simple
timers, the Smart Coruña platform can
use its predictive-analysis and dataanalytics capabilities to distribute
water only exactly where and when it
is needed, thus virtually eliminating
waste from excessive or completely
unnecessary water use.

Remote Management of Water
and Sewage Networks

The goal of this
initiative was to
provide the citizens
of Coruña with
improved services
and engagement
with their local
government by
incorporating
intelligence into the
systems and
processes of the city.

Smart Coruña also includes a system
that monitors the water supply and
sewage networks of the city remotely
and enables more effective control of
the city's water-supply cycle. This new
system required the installation of sensors at the supply,
reservoir, treatment plants, and within the pipe networks
that measure flow velocity, volume, chlorine, pH, and pressure, and enable end-to-end, holistic monitoring and
management of the entire supply and distribution network. Given that the system controls water-flow velocity
and rate at all times, any changes due to leaks are rapidly
detected, thus allowing quick response and minimizing
water loss.
Benefits realized by the project include:

improved measurement of the distribution system to
reduce water loss and facilitate the control of enduser consumption
xx
establishing a baseline of hydraulic data for the system to establish normal parameters on which to build
models within the Smart Coruña platform to identify
and correct anomalies
xx
control and minimization of sewage discharge to
the sea
xx
prevention, detection, and control of incoming seawater into sewage manifolds
xx
optimization of energy efficiency across all devices
managed by the Smart Coruña platform.

Smart coruña: an Open Platform That
Encourages citizen Engagement, collaboration,
and Economic Development
This Smart Coruña story wraps up where it began: with
a focus on Coruña's goals of improving services and
enhancing citizen and stakeholder engagement. The

numerous benefits of an open platform have been described here in
some detail, but "open" to Coruña
had a second and possibly even more
important meaning for proponents of
the Smart Coruña initiative. As previously described, open has meant
the common availability of data
across the enterprise and the implementation of a horizontal platform
that could most easily integrate with
any hardware or software required
to support existing or future vertical
functionality. To the sponsors of
Smart Coruña, however, open also
meant the availability of data to its
citizens and other stakeholders and
the inherent transparency, trust, and
citizen engagement that this open
data philosophy promotes (Figure 6).
Fewer than five years after SOFIA
was just an idea being contemplated
by leading scientists, engineers, and academics within
the EU, Coruña is realizing numerous benefits that can be
mapped directly to the goals outlined in the original
ARTEMIS SOFIA project charter: "SOFIA will create an
Open Innovation Platform (OIP) providing the interoperability that allows interaction between multi-vendor
devices. For this, it will create interaction models and
embedded devices that support a variety of 'smart spaces' and a variety of users, and develop methods, technoeconomic structures and toolkits for the deployment of
smart environments and for the development of services
and applications based on them. It will also define scenarios to demonstrate the capabilities of the OIP in personal spaces, indoor spaces and cities." These benefits
validate the original ARTEMIS project and represent the
full realization of its purpose: the optimized use of public
resources, the creation of a new engine for economic
development and inclusiveness, the improvement of citizen services, and the enhancement of government transparency and citizen engagement.
