extreme weather such as thunderstorms, hurricanes, and
blizzards predicted by climate models.

The road to resilience
The road to a resilient power grid is cluttered with myriad
of formidable challenges. Resilience, as defined by the Cabinet Office of the Government of the United Kingdom, is
"the ability of assets, grids, and systems to anticipate,
absorb, adapt to, and/or rapidly recover from a disruptive
event.'' This definition identifies four components of a
resilient electricity grid: fault-tolerance, fast response,
recovery, and reliability, as shown in Figure 2. These aspects
should be tailored as operation and planning components
to fit the structures of a specific electricity grid.

Large and centralized power plants, bulk transmission
lines, substations, and transformers are potential points of
vulnerability in power systems owing to the fact that an
uncontrollable minor incident could lead to the interruption of megawatt flows. More recently, telecommunication
infrastructures have become an integral part of power system operations. Providing real-time measurements of the
electricity grid, the telecommunication infrastructure has
broadly improved the situational awareness and resilience
of power systems. Accordingly, enhancing the physical
vulnerability of communication links, instrumentation,
and control centers is of paramount importance to the
security of the electricity grid.
Considering the system reliability, the electricity grid
would have to be designed and operated to operate under a
given range of critical conditions and be able to withstand
