invoiced by the actors in the energy market (or by the IM
when the consumer mandated the IM to do this). The IM
may also use these consumption data as basis for calculating a grid fee.

To facilitate this, IRS 90930 also defines master data,
describing the relevant information from the EMS and the
traction unit on which it is installed.

Energy Savings
The European Framework
The most recent regulations are published in the Commission Implementing Regulation (EU) 2018/868, amending
the Commission Regulations (EU) 1301/2014 and 1302/2014.
These regulations require:
x 
the EMS to be installed on all new, renewed, and
upgraded rolling stock
x 
all EMSs to send data to ground using the interface
protocols and transferred data format defined in EN
50463:2017
x 
all member states to have a DCS able to receive these
data by 1 January 2022
x 
all member states to have a settlement system
by 4 July 2020.
This regulations refer to EN 50463:2017.

International Railway Solution 90930
The International Railway Association's (UIC) International Railway Solution (IRS) 90930:2020 defines a role
model, describing the tasks and responsibilities for all
these roles. It also includes more detailed requirements and recommendations for the functions like the
DCS, as well as the exchange and energy use settlement. The IRS also describes the different data
types and enables use of the same data structures
defined in EN 50463-4:2017 for further communications on ground.

The EMS makes it possible to invoice for the real consumption. When an RU purchases more efficient rolling
stock or implements tools to facilitate eco-driving, this
will result in less consumption and thus a return on
investment. Also, the energy returned to the overhead
contact line during braking is measured and will result in
a discount on the energy invoice.
The UIC is very active in creating technical support for
the railway sector on how energy efficiency can be
improved. IRS 90940 defines a protocol to be used for realtime communication between traffic management systems and tools onboard like driving advisory systems
(DAS). The IM defines for each train run the time windows
at each passing point to avoid conflicts with other trains.
The DAS can then calculate the optimal trajectory that
takes into account the constraints given by the IM. The
DAS will guide the driver to reach the next stop at the
intended time and avoid unplanned stops due to dense
traffic and conflicts with other trains.
