European r&d efforts
setting our sights on the year 2020

The european elecTriciTy system is going through a period of unprecedented change. The generation mix is
changing fundamentally, the potential
for the demand side to become much
more involved is vast, and the market
is becoming genuinely pan-european.
The european union (eu) aims to
fully integrate national energy markets to give consumers and businesses
a larger choice of better products and
services, more competition, and more
secure supplies. The european commission announced the preparation of
an eu regulation that will make market coupling binding in the entire eu,
leading to important costs savings for
the benefit of european customers.
in March 2007, eu leaders set targets and committed europe to become
a highly energy-efficient, low-carbon
economy. These targets were enacted
through the climate and energy package in 2009, a set of binding legislation
ensuring that the eu meets its ambitious
climate and energy targets for 2020. The
targets, known as the "20-20-20" targets, set three key objectives for 2020:
✔✔ a 20% reduction in eu greenhouse
gas emissions from 1990 levels
✔✔ a 20% increase in the share of
eu energy consumption produced
from renewable resources
✔✔ a 20% improvement in the eu's
energy efficiency.

of supply, creating competitive markets, and facilitating the transition to a
low-carbon economy, there needs to be
a significant change in the role of network users, transmission system operators (Tsos), and distribution system
operators (Dsos).
The eu agreed on the launch of
horizon 2020, which is the biggest
research and innovation program in
europe ever with nearly €80 billion
of funding available over seven years
(2014-2020) in addition to the private
investment that this money will attract.
according to the european commission, it promises more breakthroughs,
discoveries, and world firsts by taking
great ideas from the lab to the market.
This issue is presenting a set of european efforts in r&D activities. Tsos in
europe have a long history of cooperation to ensure the security of supply and
cope with various challenges in the fastchanging power system environment.
r&D is a domain in which many activities are happening and are necessary to
plan the future. Both european Tsos
and Dsos are following a road map to
achieve the targets set on all levels from
operational to political.
in this issue of IEEE Power &
Energy Magazine, we give background
information and explain why r&D
efforts are crucial for network operators to perform to integrate innovative
solutions in the operation, planning, or
market domains considering a multivendor environment in which interoperability is a key aspect. The articles
demonstrate the efforts performed in

europe by both Tsos and Dsos using
examples of recent r&D projects. in
addition to the technical approaches,
we also address the challenge related to
the regulatory framework. currently,
there is no coherent system of incentives in bringing tested solutions into
the market, primarily because there is
no link between this financing framework and the regulation in place at the
national level in europe.
The seven articles in this issue aim to
✔✔ promote the need of r&D integration in planning, operation, and market areas in the network operators
✔✔ present r&D by network operators
as a milestone toward operation,
planning, and market challenges
related to the smart grid concept
✔✔ trigger a discussion on issues related to r&D performed by network operators
✔✔ share information on ongoing r&D
projects.
The first article, "The Mesh up,"
recalls the history of development of
the european system and the establishment of the cooperation between european Tsos. a rapidly evolving energy
landscape in europe makes it difficult
for the grid to catch up with the related
challenges. The founding of the european network of Transmission system
operators for electricity (enTso-e)
in 2008 intensified the cooperation
between Tsos. The legally mandated
tasks and the strong will by Tsos give
a basis for achieving the european
internal energy market. The relationship between the smart grid concept,
