at the members states level. Having a clear picture of national
plans for emission reductions and shares of RES is a key input
to the development of TSO responses that will contribute to
enabling the transition in the most affordable and secure way
(see Figure 4).
It is a European priority to finalize the establishment of an
internal energy market (IEM). This priority was established

by the European Commission (EC) and has been reconfirmed by the European Council in a recent announcement
on further development of the framework for a new European
energy policy. Transparency, nondiscrimination, and the free
trade of goods should eliminate barriers to deliver appropriate price signals to investors and operators.
