membership and other global industry
organizations. the first installment of
the Qer was released in april 2015
by u.s. vice president Joseph Biden
and secretary of energy ernest Moniz.
among the Qer recommendations was
that "doe should work with industry,
the Ieee, state officials, and other interested parties to identify additional efforts
the Federal Government can take to better promote open standards that enhance
connectivity and interoperability on the
electric grid." as the report was well
received, the doe and the Ieee have
signed a memorandum of understanding
to formalize cooperation. Ieee pes also
plans to support other government agencies worldwide.
In this column, we have been
regularly updating you on proposed
changes to the structure of our technical committees (tcs) led by the pes
technical council to respond to changing industry needs. our goal has been
to have a transparent review process

of the proposed structure, including
addressing membership ideas and comments. Much has occurred since we last
reported on this in July 2015. during
the 2015 General Meeting in denver,
five town hall meetings were held to
communicate the proposed changes and
results to interested members. Members
were asked to provide feedback on the
issue of tc restructuring via a customdesigned pes website. all comments
have been reviewed and addressed by
the committees and followed by tc discussions. the town hall presentations
and all updates are included on the reorganization website http://www.ieee-pes.

pes-technical-committee-reorganization. our next steps, after all comments
have been reviewed, including continuous updates to the pes membership, are
✔ approval of new tc structure
(i.e., names and scope of committee operations) by the pes Governing Board in January 2016

✔ start implementation of a new

tc structure by april 2016
✔ conduct additional town hall
meetings at the 2016 pes General Meeting in July to inform the
membership about the changes.
pes membership voted in 2015 for new
Governing Board members, and I look forward to working with them in leading our
society to future successes. unfortunately,
our voter turnout was again low. the voting members had access to the candidates'
speeches given at the General Meeting in
denver and will have similar opportunity
to do the same for the future elections. as
your active participation in pes is crucial
to providing value to our membership,
your vote is very important to ensure the
best leadership. I would not only encourage you to assess the candidates and vote
your preference but will plan to follow up
with you on reasons for low turnout as well
as solutions to increase it.
as our nature is to do better, it is
