State Public Service Commission (PSC) initiated the Reforming the Energy Vision (REV) initiative to encourage utilities
to reimagine the traditional utility infrastructure solutions
and instead utilize a portfolio of emerging distributed energy
resources (DERs) that have very favorable environmental
characteristics and are becoming more and more viable from
a cost and operational perspective. In response, Con Edison
developed a strategy that included renewable energy generation, demand response (DR), battery energy storage systems,
fuel-cell distributed generation, combined heat and power,

volt-volt ampere reactive (VAR) optimization (VVO), and a
host of other innovative solutions that would reduce electricity demand and energy use and transform how and when Con
Edison's consumers use electricity.
These alternatives to network expansion are very nontraditional [sometimes referred to as nonwires alternatives
(NWA)]. NWA solutions can be located at either the customer's site (customer-sided solutions) or the utility site
(utility-sided solutions) and pose a challenge to utility planning engineers who must integrate them into the existing
electric power system without compromising reliability.
