working group was able to help the utilities
harmonize their interconnection requirements.

was low. Hence, the standard did not allow any grid support functionalities by the DERs. Functions like voltage
regulation, frequency regulation, and ride through were not
allowed in the 2003 version of the standard.
As the DER penetration level increased during the past
few years, the EPS faced issues like protection, power quality, and potential bulk system instability. DER manufacturers claimed that the generators were capable of resolving
most of the issues that they cause on the EPS but there was
a big barrier toward implementing these solutions and that
was standards. Most utilities required compliance with
IEEE 1547 for distribution system DER interconnections,
and the standard did not allow any grid support functionalities. As the need to allow the DER grid support functionalities arose, the IEEE 1547 working group started to
revise the standard to allow these functionalities. Some of
the major sections of the standard that are currently being
revised are as follows:
✔✔ Voltage regulation: The draft version of the voltage
regulation section mandates the capability of each
DER to regulate the voltage at either the point of common coupling or at the generator terminals. It is proposed that even though this capability is mandated,
enabling this capability will be at the area EPS operator's discretion.
✔✔ Response to abnormal system conditions: The North
American Electric Reliability Corporation (NERC) and
independent system operators are concerned about the
adverse impact of a high penetration of DERs onto the
EPS's bulk system stability. The concern is, that during
bulk system disturbances, the EPS may need support
from the DERs to recover from the abnormal condition.
The proposed draft section allows DERs to ride through
bulk power system disturbances. Ride-through capability and performance is mandated in the proposed draft.
✔✔ Power quality: The draft version of the power quality section provides a set of requirements for EPS
harmonics, flicker, and temporary and transient over
voltage. These requirements are measured at the EPS
electric circuit and shall not be violated due to the
DER interconnection.
✔✔ Interoperability: As the DER provides the grid support functionalities, it is crucial for the utilities to be
able to monitor and control these functionalities. The

proposed interoperability draft section of the standard provides a minimum set of requirements from
communication and data monitoring perspectives that
each DER shall meet.
Utilities still have concerns about these DER grid support functionalities. For example, what is the impact of
voltage regulation on DER's anti-islanding protection or
EPS fault detection? What kind of coordination is required
between the DERs that participate in the grid voltage regulation? The TSRG working group is trying to answer some
of these questions via National Grid's solar phase II program. These sample questions mean that the revised IEEE
1547 standard adoption will not be easy and will require
months of analyses by the utilities to ensure system safety
and reliability. As the IEEE 1547 standard was being
revised, the Massachusetts TSRG group started following
the discussions. At each TSRG meeting, utilities were able
to brainstorm and provide comments on the latest IEEE
1547 draft. The discussions helped Massachusetts utilities
to be ahead of other utilities in being prepared to adopt the
revised IEEE 1547 standard.

Conclusions
This article describes the value of a working group like TSRG
and how it can be beneficial to improve the DER interconnection process. This success story recommends forming similar
working groups in countries/states where utilities are or will
be experiencing a high penetration of DERs.
