The HeQ objective was the central driver for the Sendai
microgrid (SM) project at the Tohuku Fukushi University
campus, led by NTT Facilities; nonetheless, the project
included resilience tangentially through the provision of
very high-quality power circuits and by defining quality
partially in terms of availability. Notably, a dc circuit for
controls, data processing, and some other loads was provided with battery back-up. After the end of the NEDO
project in 2008, the microgrid was expanded to include
combined heat and power (CHP) and was taken over by

Tokyo had been commissioned much earlier, in 2003, and
featured an islandable natural-gas-fired CHP system with
six turbines. The exceptional performance of these two
microgrids compared to the legacy centralized power grid
during the 2011 great east Japan earthquake and tsunami
(GEJE) has noticeably changed perceptions, priorities,
and research directions.
Famously, among GEJE's wreckage was the Fukushima Daiichi nuclear station, whose partial meltdown
raised safety concerns that ultimately led to the shutdown of all of Japan's nuclear plants by May 2012, and
all 48 commercial reactors remain idle at the time this
