generation assets. From a pure power system perspective,
damage to the distribution network and loads was serious but less debilitating. Since that time, microgrid development in Japan has been resilience focused. Microgrid
thinking has penetrated multiple public agencies, both
national and local, and not only into energy portfolios,
but also others, such as education and agriculture.
The ongoing nuclear shutdown effectively means that
the country has lost a quarter of its electricity supply. It has
been replaced primarily by liquified natural gas (LNG) and
oil generation but also, to a much smaller extent, by coal, a
clear climate change mitigation setback. Current government
policy is to restart reactors that pass safety reviews by the
newly established Nuclear Regulation Authority and obtain
approvals from their local governors.
Japan's Strategic Energy Plan (SEP), approved in April
2014, calls for enhancing the resilience of domestic energy
supply networks. It also promotes distributed power,
including "fostering new energy enterprises," an apparent departure from Japan's historic dependence on the
traditional electricity utilities and their large engineering

suppliers. The SEP looks at the next 20 years and characterizes this window as the "reform implementation period
to stabilize the Japanese energy demand structure." Goals
cover multiple approaches: reduced energy demand;
increased renewable energy production; improved energy
efficiency of coal and natural gas power plants; the promotion of decentralized energy by improved batteries,
fuel cells, and other technologies; the development of
unconventional resources such as methane hydrate; and
reduced volume and hazard of radioactive waste. The preDecember 2012 Democratic Party of Japan government
had planned to promote renewable energy more dramatically and had set a goal of zero dependence on nuclear
energy by 2030. The subsequent Liberal Democratic Party
government of Shinzo Abe refined the Democratic Party's
energy plan and created this SEP. Clearly, current policy
asks for a simultaneous strong renaissance of nuclear
power and a focus on decentralized supply. Promotion
of the decentralized paradigm coming from the central
government reflects the significant shift in national consciousness that has occurred since 2011.
