community. Wright developed a method for optimizing the sample design
for ratio estimation based on the underlying relationship between each
account's demand variable of interest
and the account's corresponding billed
energy. The elegance of his approach is
that it stratified the sample based on
the anticipated standard deviation of
the variable of interest, allowing for
an equal number of sample points to
be allocated to each stratum. However, it should be noted that Dalenius and
Hodges' minimum variance stratification with Neyman allocation is often
used with stratified ratio estimation
with little adverse effect. The methods
put forward by Wright convinced the
commission staff and have helped lay
the foundation for the application of
stratified ratio estimation in both the
load research and the energy-efficiency
evaluation communities.

Although most of the focus was on
the entire facility's load data, load research did spin off two derivative areas
of interest, namely, end-use research
a nd demand-response evaluation.
Three of the largest and most sig-

nificant early end-use research projects included
1) the End-Use Load and Consumer Assessment Program, conducted under the direction of the
Bonneville Power Association in
the mid-to-late 1980s
2) Sierra Pacific Power Company's
End-Use Load Research Project,
performed in the mid-1980s

3) the New South Wales, Australia,
Residential End-Use Study, conducted in the early 1990s.
These projects were comprehensive in
their design, collecting data on a wide
array of classes and end uses. The primary goal of the end-use research was
to provide information for demandside planning, load forecasting, and
demand-side management program development and delivery.
