The paper also states that the average
reliability standard was not universally
applicable, and there is a need for a
better standard to balance between the
economic loss of failure and the cost of
providing service. In his discussion of
this paper, C.W. Watchorn suggested
that a criterion of one day in ten years
approximated fairly closely the results of such an economic standard of

utilized an LOLP of 0.000555 which
equates to one day in seven years considering 257 peak load days/year.
