(Ders). Ders include a diverse array
of technologies including gas-fired
distributed generation, solar photovoltaics, small- and medium-sized wind
farms, electric vehicles, energy storage, and demand-side management. He
focuses on how Ders can significantly
affect the design, operation, organization, and regulation of the transmission
network. He discusses four major topics: 1) the need for a comprehensive
and internally consistent system of economic signals with an adequate level of
granularity in space and time, 2) the
influence of networks in determining
the competitiveness among centralized
and decentralized resources, 3) the
need and requirements of coordination
between distribution and transmission
system operators, and 4) any evidence
about the impact of Ders on the capacity expansion and the operation of
the transmission network.

we then asked for regional views
of transmission expansion challenges,
covering south america, the United
states, and China. the fourth article, by
rafael de sá Ferreira, Hugh rudnick,
and Luiz Barroso, assesses three large
electricity systems in south america,
with reforms that included common elements for the transmission segment:
centralized and determinative teP by
national governmental institutions,
combined with decentralized implementation and operation of transmission assets, by agents selected by means
of auctions for transmission concessions.
the auctions for transmission concessions, started in 2005, aim to establish
a level playing field for companies to
compete for the mandate to provide
transmission services, which involves
both the obligation to implement a set of
facilities and operate it for a predefined
period and the right to be remunerated

for that. within the auction, the companies compete on the basis of the annual
revenues required to implement and operate under each concession. an indepth analysis of the auctions is given,
focusing on the transmission implementation challenges, which hinder timely
and sufficient transmission expansion,
and how solutions are being designed to
cope with these. Common elements of
the strategies devised by the countries
are identified, and their adequacy is analyzed. the success of this model is evidenced by the notable attraction of private capital to electricity transmission.
a similar process started taking
place in the United states. the fifth
article, by steven Herling, Frank Koza,
and Paul mcGlynn, describes the competitive construction of transmission
facilities in the PJm interconnection. in
July 2011, the Federal energy regulatory Commission (FerC) issued order
