In early 2013, the PIDC released a comprehensive energy
master plan (the NYEMP) that intentionally coincided with
the real estate master plan update. These plans evidence a
new long-term energy strategy coordinated with the overall real estate and economic activity planning of the waterfront. The purpose for the NYEMP was to determine the
most cost-effective strategy for meeting long-term growing electric capacity needs for TNY, with a new model, not
necessarily "business as usual." Per the NYEMP, growth in
electricity consumption could reach more than 300 million
kWh by 2022, requiring 60 MW of capacity. The NYEMP
concluded that a strong business case exists to provide new
onsite generation and storage capacities in combination with
rigorous energy efficiency measures, thereby both reducing
and "flattening" the overall load curve for TNY.
Within the ten-year NYEMP, PIDC projects would add
approximately 10 MW of major onsite generation and storage
capacity, including renewable and high-efficiency options; provide a new 10-MW primary substation fed from a third independent source from the PECO service territory; and completely

modernize the operations with the latest proven digital monitoring, control, and communications technology. Figure 3 shows
an aerial view of the future TNY.

The GridSTAR Microgrid
The GridSTAR microgrid originated in a separate DOEfunded project dating back to 2011 when it was originally
created by the Pennsylvania State University because of two
funding awards, one creating the GridSTAR Experience and
Research Center, as the result of a three-year US$5 million grant
and a second DOE award creating the Solar Training Center
at GridSTAR. Both projects also used a combination of funding from the Commonwealth of Pennsylvania's Department of
Community and Economic Development and the robust participation of eight private sector firms, with GE's Digital Grids
being the most recent participant. The Solar Training Center
facility is used for training and testing solar installation activities by numerous trade organizations and private companies
throughout the Mid-Atlantic and Northeast regions.
The GridSTAR microgrid, which is part of TNY (FigureĀ 4), includes a portion of TNY 13.2-kV feeder 1392 bounded
by a circuit breaker at substation 664 [the point of common
